- Department of Veterans AffairsVHA eHealth University 2008 Conference Transportation Services Statement of Work Scope: The Department of Veterans Affairs, Veterans Affairs Learning University (VALU) Information Technology (IT) National Training & Education Office (NT&EO), is sponsoring the VHA eHealth University 2008 conference, to be held July 14-17, 2008, at Tampa Bay Convention Center, 333 S. Franklin Street, Tampa, FL 33602. Transportation to and from Tampa Convention Center is required for this conference. Expected number of attendees is 1500 VA attendees and 100 Non-VA attendees. Transportation is required for this conference due to the use of 10 hotels and the distance from the convention center. Period of Performance Requirements: The conference will begin with conference registration, Sunday, July 13, 2008, at 5:00 p.m. and will conclude at 5:00 p.m., Thursday, July 17, 2008. Background: This conference is designed to provide new innovations toward patient care through hands-on classes, breakout sessions, software demonstrations, exhibits, networking, and other special events that will support attendees in maximizing the use of the Computerized Patient Record System (CPRS) at their facility. The VHA eHealth University conference is to be held at the Tampa Convention Center, July14-17, 2008. Contractor shall provide sign on each vehicle Contractor shall have ability to communicate with dispatcher in case of emergency. Contractor shall provide handicap accessible vehicles as requested. Meetings: The contractor shall be required to participate in conference calls with the VALU IT national Training and Education Office (NT&EO), Event Manager and/or Project Manager for the purpose of planning and discussing the support required by the contractor. The frequency, date, and time of the calls shall be mutually agreed upon between the contractor and VALU IT NT&EO Event Manager. PERFORMANCE STANDARDS Contractor shall coordinate all activities as listed in this SOW with the VALU IT NT&EO COTR and Event Planner and will ensure a timely delivery to the scheduled event beginning July 11, 2008. The COTR will approve or disapprove the final schedule for the conference, July 3, 2008. EVALUATION CRITERIA Each proposal received in response to the solicitation will be evaluated in accordance with the technical evaluation plan that was developed and approved prior to receipt of proposals. The general criteria are as follows: The evaluation factors for technically acceptable proposals are listed in descending order of importance and Award will be made to the Contractor who offers Best Overall Value to the Government in support of this Statement of Work. 1) Technical: technical knowledge, demonstrated expertise, and understanding specifications. 2) Past performance. Contractor must include, as a part of the response, a minimum of (3) case studies that demonstrate past performance on like services. 3) Price. Contractor must reflect its best overall cost to the Government in support of the requirements listed herein as well as the specifications provided by the Contractors technical experience in support of this request. Price will be evaluated for reasonableness. Submission: the offeror must submit the proposal electronically on or before the closing date at georgene.granfors@va.gov. Responsive proposals are due NLT 12:00 p.m., Monday, June 16, 2008.
