- Central Federal Lands Highway Division (CFL) in Lakewood, CO is a part of the Office of Federal Lands Highway (FLH), Federal Highway Administration (FHWA), an agency within the U.S. Department of Transportation. The FLH provides planning, design, and construction engineering services for more than 90,000 miles of roads on lands administered by Federal Land Managing Agencies such as the National Park Service, Forest Service, Military Surface Deployment and Distribution Command, Fish and Wildlife Service, and Bureau of Indian Affairs. The CFL is seeking proposals for the performance of inspection services of equipment used in mobile laboratories (trailers) for testing highway construction materials, i.e. soils, aggregate, asphalt, and concrete. This equipment is the property of the United States Department of Transportation, Federal Highway Administration (FHWA), Central Federal Lands Highway Division (CFLHD). Inspection services are required for equipment in mobile testing trailers located at project construction sites throughout 14 western states including: Arizona, California, Colorado, Hawaii, Kansas, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming, or in mobile testing trailers located at 12305 W. Dakota Avenue, Lakewood, Colorado, or in stock at the CFLHD Equipment Depot located at 12305 W. Dakota Avenue, Lakewood, Colorado. The contractor shall furnish all personnel, equipment, materials, hardware, and software to fully execute the tasks described in the SOW. Proposals shall address the offeror’s demonstrated understanding of the statement of work, Offeror’s qualifications to perform the work, and past performance on similar projects. This is a best value negotiated type procurement and evaluation factors for award are fully stated in the RFP which is available as noted below. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, technical, and other factors considered. A written solicitation, DTFH68-08-R-00009, will be advertised on an unrestricted basis and will be awarded as a firm fixed-price contract. The award is anticipated to be a performance-based, fixed price award. Price range is from $50,000 to $100,000. The Request for Proposals will be issued on or about June 17, 2008 by being uploaded to the Fedbizopps website. The website is: https://www.fbo.gov/. Proposals in response to this RFP will be due on or about July 15, 2008.
