- Statement of Work Professional Services Contract Research Assistant Department of Anesthesia and Surgical Services Background Information The National Institutes of Health (NIH) is the nation’s foremost federally funded biomedical research institution. It is comprised of twenty-seven Institutes, Centers and Divisions. The Warren G. Magnuson Clinical Center is the on-site 267-bed hospital for the NIH campus comprised of clinical, laboratory and administrative staff who support the Institutes as they conduct clinical research working with inpatients and outpatients participating in research studies at the NIH. The Department of Anesthesia and Surgical Services (DASS) provides surgical services support for patients enrolled in the experimental protocols of several Institutes. In addition, DASS performs basic laboratory research to determine mechanisms and novel treatments for several of the diseases studied in the Clinic. General Requirements The research assistant will be responsible for conducting laboratory research examining the role of anesthesia and pain perception in animal models that mimic human diseases. All work will be performed at the NIH. Location, Time and Duration of Services Contractor will work Monday through Friday between the hours of 7:00 a.m. and 3:30 p.m. exclusive of Federal holidays in the DASS research laboratory. NIH will provide and maintain all equipment and supplies necessary for the contractor to carry out the services. The period of perform will be for 12 months from the award date of the purchase order July 1, 2008 through June 30, 2009. Specific Task Requirements 1.The contractor must have a Ph.D. 2.The contractor must be familiar with neurobiology, animal behavior during pain and anesthesia, molecular biology, immunology, cell biology and animal models. 3.Contractor must have a Ph.D., and have no less than 5 years postdoctoral experience. 4. Contractors shall not be considered at any time employees of the Federal Government for any purpose. 5.Contractor must demonstrate experience with qRT-PCR, Western blotting, cell culture, animal behavior, animal health assessment, pain assessment models, and presentation of work at the national level. 6.The contractor must provide proof of a negative TB test, and documentation of Hepatitis B vaccination before reporting to work at the Clinical Center. Invoice Procedures The Chief, Department of Anesthesia and Surgical Services, CC, NIH, will be responsible for accepting and approving all services provided by the contractor.
