- The General Services Administration (GSA) is seeking sources with current relevant qualifications, experience, personnel, and capability to perform as the CMc (Construction Manager as Constructor) for the construction of the new United States Courthouse located in San Diego, California. The Court's current facilities in San Diego do not meet their operational needs and requires additional space to accommodate their 10 year requirements through the year 2012. The new Federal Courthouse facility will sit on a 2.6 acre, downtown San Diego site, bounded by Broadway Street to the north and State Street to the west. Union Street will bound the project site to the east and E Street to the south, and both will be completely closed to vehicular traffic. The project design architect is Richard Meir & Partners Architects LLP, and their design and construction documents have been completed and distributed to GSA as of April 2008. The new facility encompasses approximately 467,000 gross square feet of space, which includes 98 non-public, underground parking spaces and is programmed to include 14 Courtrooms with an initial build out of 21 Chambers. The estimated construction cost range is estimated to be between $300 - $328 million. GSA plans to issue a “Best Value” Request for Proposal (RFP) which will utilize source selection procedures in accordance with FAR Part 15. The selection procedure will employ tradeoffs where technical/management factors are significantly more important than price and price related factors. Following the issuance and evaluation of the RFP, GSA intends to award a Guaranteed Maximum Price (GMP) contract consisting of Pre-Construction Phase Services with an exercisable owner Option for the actual construction. The current GSA project schedule assumes a pre-construction phase award of October 2008 with a construction start of February 2009. The project construction duration is approximately 36 months with a year 2012 completion. BY THIS POSTING, GSA WOULD LIKE TO BEGIN EARLY EXHANGES WITH INDUSTRY. This posting serves only as an invitation to express interest for those in the construction marketplace who are capable of performing the anticipated work. Please note that the Government will not compensate any respondents for information exchanged during these meetings.
