Description

The work consists of the contractor furnishing all engineering, labor, equipment, and materials to perform the work required, in strict accordance with specifications and applicable drawings. Upgrade the existing Hunt Technologies AMR system from the legacy Turtleware system to the TS1 system. Upgrade must successfully incorporate all existing AMR meters on site and allow for expansion. Replace 15 non-AMR legacy meters with AMR meters, program all fielded AMR meters, and demonstrate complete, fully functioning system. The resultant contract will be firm fixed price. The NAICS code for this acquisition is 237130 with a size standard of $31 million. The magnitude of this project is between $250,000 and $500,000. This acquisition is being solicited under a brand name description without a set-aside for small businesses as set forward in the competition conditions IAW FAR 19.10, Small Business Competitiveness Demonstration Program. THIS SOLICITATION AND ANY AMENDMENTS ARE PAPERLESS AND WILL BE AVAILABLE ON THE INTERNET ONLY. **NOTE: All contractors must be registered in the Centralized Contractor Registration (CCR) program in order to receive a contract award from any DOD activity. Contractors may access the Internet site at: http://www.ccr.gov to register and/or obtain information about the CCR program.** The solicitation will be available on or about 20 June 2008. A solicitation mailing list will not be maintained for this procurement, all solicitation documents will be available electronically and it is the responsibility of the offeror to register for notification of updates to this procurement via this web site. AUTOMATIC METER READING SPECIFICATIONS FTQW 07-1505 UPGRADE AMR SYSTEM B6203 The new AMR system must be a Hunt Technologies TS1 Power Line Carrier system with 1000 Series Substation Processing Units (SPU) for the receiving units. The following specifications for the system must be met: •General oEach SPU 1000 must be capable of monitoring at least 6,000 channels with a frequency range of 5.0015 to 14.0000 Hz. oThe SPU 1000 must be capable of monitoring frequencies from legacy TS1 endpoints. •Mechanical oWidth (with mounting flanges): 48.26 cm (19 inches) oWidth (without mounting flanges): 43.18 cm (17 inches) oHeight: 2U (approximately 8.89 cm to 9.65 cm or 3.5 inches to 3.8 inches) oDepth: 45.72 cm (18 inches) •Environmental oOperating Temperature: -40º to 70ºC (-40º to 158ºF) oStorage Temperature: -40º to 85ºC (-40º to 185ºF) oHumidity: 0 to 95% (non-condensing) •SBC oProcessor: Pentium 166 MHz oProcessor bus: 33MHz oMemory: 64 MB SDRAM oPorts: Ethernet and Serial •Electrical oInput voltage range: 85 to 264 VAC (50/60 Hz) oSupply current: 0.4 amps at 120 VAC, 0.3 amps at 240 VAC oInternal output voltages: 5.0 VDC +/- 2%
