- NASA ARC has a requirement for a solar simulator to measure conversion efficienciesof photons to electrical power, which is vital to developing solar cell devices. Thesolar simulator must have a variable illumination area that can provide uniformillumination up to an area of 12x12. It is preferable that the 12x12 area isilluminated with collimated light; however, a square area of at least 4x4 must becollimated. The solar simulator must come with a wide range of integrated filters tosimulate incident solar light conditions covering the entire solar spectrum rangeincluding the UV, Vis, and IR with and without the presence of an atmosphere. The solarsimulator must adequately simulate the solar spectrum with power densities that rangeswithin +/- one decade of one sun (i.e. within the range of 0.1 to 10 suns). It will alsobe necessary in the future to have the option of carrying out measurements as a functionof incident angle with respect to the perpendicular direction of surface plane. As such,it will be necessary to have an integrated PV-IV electrical testing instrumentationaccompanying the solar simulator that also allows for flexibility with upgrades insoftware and hardware for future add-ons. The solar simulator must include all of thenecessary and compatible power supplies, testing instruments, cables, manuals, and anyother relevant hardware and software integration tools needed to make the solar simulatora single turn-key system that will be ready to use out of the box upon receipt formeasuring the electrical conversion efficiencies of photons to electrical output power.NASA ARC intends to purchase this item from Newport Corporation, Irvine CA, that is theonly known responsible source for a solar simulator that meets all of the aboverequirements. The authority of this action is 10 USC 2304(c)(1). The Government intends to acquire a commercial item using FAR Part 12 and the procurementwill be conducted under Simplified Acquisition Procedures set forth under FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform theeffort via email to the identified point of contact no later than 12:00 p.m. (Noon) PSTon June 19, 2008. Please note that this is a hard deadline and that no late responseswill be accepted. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
