- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED REGARDING THE NATIONAL GEOSPATIAL-INTELLIGENCE AGENCY (NGA) BASE OPERATIONS and Services – East (BOSC-E) Pre-solicitation Conference. NGA intends to award a competitive, unrestricted Cost Plus Award Fee (CPAF) contract to a contractor/contractor team with the proven ability to support, operate, maintain and sustain the National Geospatial-Intelligence Agency’s New Campus East (NCE), Bethesda Campus and Washington Navy Yard sites and facilities. In compliance with the 2005 Base Realignment and Closure (BRAC) Act, NGA will consolidate operations and relocate people and functions from current locations throughout the National Capital Region (NCR) to a standalone campus, New Campus East (NCE) located in Springfield Virginia by 15 September 2011. The NGA-NCE site is 130+/- acres with a total of approximately 2, 419,000 gross square feet of buildings. The NGA-NCE is a classified campus that will includes a mix of administrative, training-conferencing centers, computer laboratories and data centers, command center, library and general support areas. NGA-NCE will accommodate approximately 8,500 employees. The construction of buildings of the campus will occur in a phase manner, starting in 2008, with a goal to have a total of approximately 2.419M gross square feet occupied by 15 September 2011. Base Operations Support Services includes but is not limited to: janitorial services; security services (e.g. badging office, registry, courier and escorts); management and inspection for systems and facility upgrades; reliability maintenance for facilities and infrastructure equipment; roads and grounds maintenance; integrated pest management; refuse collection, safety and occupational health; environmental compliance; protocol; customer support; emergency preparedness planning and force protection planning; classified material collection; recycling and disposition, freight management; mail services; vehicle management (controlling use of, scheduling maintenance, and chauffeur duties); transportation services; material handling; equipment accountability/disposition; receipt and delivery of supplies and equipment; real property management and hazardous waste management and disposal. To effectively accomplish these services, the contractor must manage work orders and service calls, implement quality control program; conduct plant/facility engineering; base-line critical systems; conduct a configuration management, minor construction, engineering design and safety engineering program; develop long-range planning and monitor utility systems. Infrastructure equipment include, elevators, facility control systems, HVAC, fire detection and alarms, scanners and alarms, electrical, UPS/generators and waster water and water systems. The contractor would also furnish all management, supervision, manpower, supplies and equipment. NGA will host a pre-solicitation conference on 18 June 2008 from 0900 to 1200 Hours EDST (Arrival Time for Sign-in and Badges: 0800 Hours). The conference will be held in the Mission Partner Facility, 14520 Avion Parkway, Chantilly, VA. The briefing will cover an Overview of the Program and the Acquisition’s Goals and Objectives, Schedule, and Draft Solicitation, as well as a Question and Answer Session. Due to space limitations, attendance is limited to two (2) representatives per Company/Business Unit. Individuals who would like to attend this Pre-Solicitation Conference: (1) MUST BE a U. S. Citizen and bring with you a current, valid, government issued Picture Identification. (2) MUST Complete the On-line Registration by NLT (Not-Later-Than) 1530 EDT on FRIDAY - 13 June 2008. IMPORTANT: In the event the MORNING (AM) Session cannot properly accommodate all those who Register, rather than further limit the number of representatives from each Company, a Second Session will be conducted in the AFTERNOON (PM). Companies from A to K will be assigned to the AM Session and L to Z in the afternoon. REGISTRATION. You MUST Register On-Line at https://arc.westfields.net, the UNCLASSIFIED Internet, NGA/Base Operations and Services - East (BOSC-E). ATTENDANCE. You WILL NOT be admitted without a current, valid, government issued Picture Identification and properly completed registration. This notice should not be construed (1) as a commitment by the Government to enter into any agreement with any submitting comments in response to this Notice (2) as a commitment to issue any RFP concerning the subject of this Notice, or (3) as a request for proposals.
