Description
This is a notice of intent to issue an order to Northrop-Grumman Space & Mission Systems Corp., 12900 Federal Systems Park Drive, Fairfax, VA 22033, on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, 10 U.S.C. 2304(c)(1). The proposed procurement is for 5 Each Software License for FFT v2.4 Enterprise Server; 20 Software License for FFT v2.4 Enterprise Client Add-On; 5 Each Software License for FFT v2.4 Enterprise Server Maintenance; 20 Each Software License for FFT v2.4 Enterprise Client Add-On Maintenance. The Air Force Multi-media (MM) services branch is responsible for providing Visual documentation (VDOC) of actual events for evaluation. This documentation includes current operations, medical procedures, intelligence information, criminal documentation, and optical instrumentation. Air Force Multi-media services branch is also required to gather and disseminate information in the form of visual representations of persons, places, and/or things. It includes film and digital still photography, motion photography, audio, analog and digital video recordings, computer based products, and graphics. The Fast File Transfer (FFT) software is required to submit VDOC electronically to the Air Force Imagery Center and DoD imagery servers such as the JCCC and DoD Imagery Server. This announcement constitutes the only notice; a written solicitation will not be issued. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by the closing date specified in the notice. A determination by the Government not to compete with this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. JUSTIFICATION FOR SOLE SOURCE: Item must interface with existing equipment. Current Air Force and DoD instructions require that imagery be submitted to the Joint Combat Camera Center (JCCC) and the preferred method of transport is the FFT solution. Northrop-Grumman is the only authorized provider of this software solution. Other commercially available solutions would require configuring separately purchased software in order to meet the organization’s requirements.
