Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/ ). The RFQ number is N00189-08-T-Z095. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-25 and DFARS Change Notice 20070913. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 541519 and the Small Business Standard is $23.0 million. This is a sole source action with Sentia Group, Inc. This software, its continuing maintenance support, and training are considered proprietary because the software was developed and is maintained solely by Sentia Group. This software and the support are marketed by Sentia only and are not available from any other firms. The current software has been in use by Joint Warfare Analysis Center since FY05. The loss of the software will jeopardize JWAC's ability to provide continued support to our customers. At this time, the continued use of this software package and the procurement of subsequent maintenance are expected to be sole source. End users will actively seek the marketplace for similar products and evaluate their capability to meet the Command's requirements. The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office requests responses from qualified sources capable of providing: Senturion Software Renewal This request is for a follow-on purchase of Senturion, which is proprietary software created by Sentia, is used for taskings and analysis of data. The continued use of the software will ensure that the Joint Warfare Analysis Center (JWAC) is able to provide continued support to the warfighter. The software has been in use at JWAC since FY05 and loss of the capability will jeopardize the ability to provide analytic support to our customers. The purchase includes: Software license: Exercise renewal of five licenses. Period of Performance: 20 Jun 08 to 31 October. Installation and maintenance of the software on appropriate government-owned, stand-alone and networked computers. All updates to the software for the term of the license. Technical support for the software Training: Training is a requirement in order to use the software. Training seminar(s) for participants/users on the utilization of the software and basic understanding of collection and inputting of data into the software. Training scenario support and consultation to include: appropriate interpretation of analytic results and/or application of the software, framing of analytic issues or data collection, and theoretical foundations of the analytic methodology The training seminar(s) shall be conducted by senior-level Sentia Group personnel The training may be scheduled at any time during the life of the contract subject to agreement by Sentia Group and JWAC Software Support: Technical support for the software to include: Technical discussions with government computer support personnel Assistance with password generation protocols Upgrade installation/maintenance assistance Debugging assistance, if required. Period of performance is 20 June 2008 through 31 October 2008. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provision and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. Quoters shall include a completed copy of 52.212-3 and its ALT I with quotes. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: 252.212-7000, Offeror Representations and Certifications - Commercial Items and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items including. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price and technically acceptable quotes. Central Contractor Registration (CCR). Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/. All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Quotes over 10 pages in total will not be accepted by facsimile. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. Note: All information technology items must be Year 2000 compliant. Year 2000 compliant means information technology that accurately processes date/time data (including, but not limited to, calculating, comparing and sequencing) from, into and between the twentieth and twenty-first centuries, and the years 1999 and 2000, and leap year calculations. Furthermore, Year 2000 compliant information technology, when used in conjunction with other information technology, shall accurately process date/time data if the other information technology properly exchanges date/time data with it. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
