Mandatory Language: Award will be made only if the offeror, the product/service or themanufacturer meets qualification requirement at time of award, inaccordance with FAR clause 52.209-1 or 52.209-2. The solicitationidentifies the office where additional information can be obtainedconcerning qualification requirements and is cited in each individualsolicitation. AWARD WILL NOT BE WITHHELD AWAITING QUALIFICATION. The proposed contract action is for supplies or services for which theGovernment intends to solicit and negotiate with only one source underthe authority of FAR 6.302. Interested persons may identify theirinterest and capability to respond to the requirement or submitproposals. This notice of intent is not a request for competitiveproposals. A determination by the Government not to compete with thisproposed contract based upon responses to this notice is solely withinthe discretion of the Government. Information received will normally beconsidered solely for the purpose of determining whether to conduct acompetitive procurement. An Ombudsman has been appointed to hear concerns from offerors orpotential Offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process. Interestedparties are invited to call the Ombudsman at (405) 736-3273. DO NOTCALL THIS NUMBER FOR SOLICITATION REQUESTS. Request for Written Quotation will be issued. Only written or faxedrequest received directly from the requestors are acceptable. Theanticipated award date will be 60 days after the issuance of thisnotice. Potential sources are not to utilize intellectual property of thirdparties without appropriate authorization of the intellectual propertyowner.
