- This is a Solicitation Notice. This solicitation will be issued on an unrestricted basis. The acquisition is being conducted using full and open competition (unrestricted) and is therefore subject to Federal Acquisition Regulation clauses 52.219-4, "Notice of Price Evaluation Preference for Hubzone Small Business Concerns." And 52.219-23, "Notice of Price Evaluation Adjustment for Small Disadvantaged Business Concerns.". The National Park Service is issuing a solicitation for a Firm Fixed Price Lump Sum (FFPLS) Contract to Re-Roof Administration Building, on Liberty Island, New York, NY. The FFPLS work contemplated under this procurement will include removal of existing roofing membranes, flashing and insulation, materials, installation of new EPDM single-ply roof membranes, new flashing and sheet metal, new rigid insulation over the Administration building on Liberty Island. Work also includes the redesign of water shedding including roof pitch and two new downspout systems. All work shall be in accordance with the specifications. The solicitation, including the specifications, will be posted to the websites, http://www.fedbizops.gov and http://ideasec.nbc.gov on or about 19 June, 2008. No hard copies of the solicitation will be mailed or issued directly from the contracting office. TELEPHONE, EMAIL OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE RECOGNIZED OR HONORED BY THE GOVERNMENT. Contractors must be registered in the Central Contractor Registration system in order to receive contract award. As a security precaution, vendors must register themselves through the on-line CCR system. The estimated cost of construction of this project is between $100,000 and $250,000 and includes a period of 60 calendar days for completion of all work. Davis Bacon wages will be applicable to this project. To gain a full understanding of the requirement, interested contractors are strongly encouraged to attend the site visit to view the location where the work will be performed. A formal site visit for this solicitation is scheduled for Tuesday, July 1, 2008 at 10:00 AM, local time at Ellis Island. Each contractor may send up to three (3) attendees to represent their company at the site visit. Interested contractors must provide the following individual personal information for all who are proposed to attend the site visit: full name, home address, date of birth, sex, race, height, weight, eye color, hair color, and social security number. The individual personal information will be used by the Government to perform security related background investigations on all personnel proposed to attend the site visit. Subsequent individual approval or disapproval of proposed site visit attendees will be determined by the Government. Participation in site visit is the responsibility of the offerors and are not directly reimbursable by the Government.
