Description
THIS IS A REQUEST FOR INFORMATION ONLY - THIS IS NOT A SOLICITATION. The National Park Service Competitive Sourcing Office, is located in the NPS Headquarters Organization, Office of the Assistant Director, Business Services. Their primary mission is to manage the National Park Service Competitive Sourcing program and implement OMB Circular A-76, (dated 30 September 2005) and the Office of Management and Budget Circular Number A-76 (Revised May 29, 2003). Market research is being conducted as part of the competitive phase to determine the private sector cost estimate in accordance with OMB Circular A-76 and Federal Acquisition Regulation (FAR) Part 10. The purpose of the market research is to determine whether potential sources are available to satisfy agency requirements allowing standard public-private competition and to develop a private sector cost estimate to compete with the NPS. Small business sources will be considered in this research. A contract may or may not result depending on the outcome of the market research and any subsequent public-private competition. The purpose of conducting a public-private competition is to determine the most efficient and cost effective method for providing the services required. If conducted, a public-private competition will determine whether the services will be performed under contract from a single commercial source or continue to be provided by a Most Efficient Organization (MEO) of the federal workforce. Please be advised any commercial source that provides information as part of this market research process that any information provided will be protected. This information is being collected solely to assist the government in developing the private sector cost estimate. Information obtained will not be used later as part of the evaluation process should the commercial source choose to submit a proposal to any solicitation that may result. Research Method: A questionnaire has been specifically designed to focus on the scope of requirements of this competition. Location where work is currently performed: - Harpers Ferry, West Virginia Scope of Requirement: Unigrid Brochure Program is a full-service publishing office, including components of program management, full planning, writing, editing, designing, cartographic, prepress production, and printing logistics. Unigrid Brochure Program is a national program. Currently the Unigrid Brochure Program inventory includes 377 Unigrid Brochures, with an average of 14 New Brochures, 93 Reprint with Change Brochures, and 90 Straight Reprint Brochures completed yearly. Fluctuations in these delivery averages occur. Some park clients receive yearly deliveries and others every two-to-three years. NPS policy changes, natural disasters that affect access and safety, and changes in visitation may affect park clients' brochure supply needs. Unigrid Brochure Program functions include:-Program Management-Standards and Guidelines-Brochures-Prepress Production-Printing Logistics-Training-Administrative Support Information Sought: NPS will be seeking potential sources for the following information: - Labor categories;- Labor effort for each labor category;- Labor rates for each labor category;- Categories included in the labor rate; and- Percentage of hourly rate for health and retirement benefits.
