Description
The U.S. Bureau of Reclamation, Upper Colorado Region has a requirement for directional drill operations at three separate locations along the Navajo Nation Municipal Pipeline (NNMP) alignment between the cities of Farmington and Shiprock, in San Juan County, New Mexico. This requirement is being procured in accordance with Subpart 15 of the Federal Acquisition Regulation and is unrestricted. The Government anticipates awarding a fixed price construction contract. The principle components of the work will include (1) approximately 5,300 lineal feet of directional drilling, (2) furnishing, fusing, installing and testing approximately 5,300 lineal feet of 24" HDPE pipe and (3) preparing, protecting and marking the sites for future construction. The estimated price range is between $5,000,000 and $10,000,000. The North American Industry Classification System (NAICS) Code is 237110 and the size standard is $31 million in gross annual receipts. A bid guarantee in the amount of 20% of the bid price will be required. Pursuant to the Miller Act, Performance and Payment Bonds will be required following award. There will be a pre-proposal conference and site visit tentatively schedule for July 10, 8am (MST). The actual date will be provided within the solicitation. All responsible sources may submit a bid which shall be considered by the agency. An electronic copy of the solicitation will be available on or about June 23, 2008 at www.fbo.gov, but all dates in this synopsis are subject to change. Once logged into the Federal Business Opportunities web site, a search engine is available by clicking the Vendors button then the Find Business Opportunities @ button. The search engine allows interested parties to search by solicitation number. Telephone requests for the solicitation will not be accepted. Central Contractor Registration (CCR) is required for all vendors doing business with the Government. Prospective vendors must be registered in CCR prior to the award of a contract. Lack of registration in the CCR database will make an offeror ineligible for award. The Central Contractor Registration can be accomplished via the CCR web site, http://www.ccr.gov.
