Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole-source basis with Hartford Scientific Division, 799 E Utah Valley Drive, American Fork, UT 84003, for the procurement of one (1) model 5907 Aluminum Fixed Point Cell; one (1) model 5906 Zinc Fixed Point Cell, one (1) model 7100 Precision Temperature Bath, and one (1) model 9117 Annealing Furnace. The procurement is for additional quantities of these calibration standards which currently exist in the Navy inventory. The fixed point cells are intrinsic standards to realize fixed point temperatures defined by the ITS-90 temperature scale. The cells are used to calibrate different models of platinum resistance thermometers and are designed to work with (and fit into) the existing model 9114 metrology furnace currently installed. The model 7100 precision temperature bath will handle a temperature workload down to -196°C and has an overlapping temperature range which compliments the existing model 7037 bath currently installed at user location. The model 9117 annealing furnace is used to anneal platinum resistance thermometers prior to calibration to ensure thermometer stability and verify thermometer integrity. NAWCADLKE intends to procure under the authority of 10 USC 2304(c) (1), as implemented by FAR 6.302-1. Hartford Scientific is the original equipment manufacturer for model numbers 5907, 5906, 7100, and 9117. As such, they can guarantee the equipment meets the original technical specifications for which the calibration support procedures were written. This synopsis is not a request for competitive proposals. Companies interested in providing an offer must be able to demonstrate in writing, by 19 June 2008, their capability to provide this equipment. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
