Description
The U.S. Department of Commerce (DOC)/National Oceanic and Atmospheric Administration (NOAA) currently has two leases in Key Largo, FL, one for office space and one is for dock space. The distance from the office and dock space is approximately six miles. Functionally, the area of interest for a combined office and vessel facility would be between Garden Cove in the north and Tavernier Creek in the south. Maintaining the current condition of separate office and dock facilities requires the minimum distance between the office and dock facility short as possible to minimize operational costs experienced by staff (experienced as primarily as costly transit time to and from these facilities by staff) and maximize the administrative and operational efficiency of the operation. Continuation of the current dual lease approach is an acceptable approach but is a less desirable situation. Closer geographic association of these facilities, including a combined office and vessel facility lease is desirable and will be considered in the current analysis. The Government is interested in considering alternative space if economically advantageous. OFFICE Minimum Space Requirements are as follows: Approximately 4,676 square feet of office space, 3,317 square feet of storage space and 10,000 square feet of outside fenced storage area. DOCK Space requirements are as follows: Approximately 270 Linear feet of dock space that can accommodate larger boats. Requires Oceanside access, centrally located, gas and diesel fuel onsite, parking, yard storage. Be able to storage between 5 and 7 boats at any given time. Must have a controlling depth of 5 feet and must have direct access to the Straits of Florida and Atlantic Ocean. Upland parking for up to 12 vehicles. The delineated area, for this requirement is it must be centrally located within a fifteen radius of mile marker 95 on Overseas Highway in Key Largo, FL. Alternative Actions - Continue to operate under a split site condition, in which the office would be within 10 miles from the dock operations. Office space must meet the requirements outlined above for split operation. Must be located between mile marker 110 and mile marker 80 on Overseas Highway in the Florida Keys. The space must be fully serviced, fully accessible in accordance with ADA standards and must conform to applicable Life Safety Performance Level. All locations will be inspected by the Government to ensure they meet the requirements before they receive further consideration. Dock space must meet the above requirements for combined operation. Centrally located, on the ocean access for larger boats with the reference upland support amenities. The Government will consider the cost of moving, alterations, etc., when deciding whether it should relocate. If the proposal is a build to suit, provide the location of property to be used for new construction and evidence that the property is under your control. Proposal submitted by brokers/agents must be accompanied by written evidence they are authorized to represent the ownership.
