- Description
- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for Request for Proposal N40192-08-R-1315 Construct Antenna and Radome Structures, NCTS, Guam. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. All technical evaluation factors are considered of equal weight, and when combined, are approximately equal to price. The contract resulting from this solicitation will be awarded to the responsible Offeror whose offer, conforming to the solicitation, is determined to be the most advantageous to the Government considering price and technical evaluation factors. Work shall include the design and construction of 3 each steel-reinforced concrete antenna and radome foundations and structures complete with metal platforms and stairs, electrical power supply and grounding, anemometer tower foundations, and signal conduits and connections between the operations Building 199 and the antenna and radome structures, and paving of hardstand. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. Location of the work is at Naval Computer and Telecommunications Station, Guam. Performance period is estimated at 365 calendar days from date of award. The North American Industry Classification System code is 237130 Power and Communication Line and Related Structures Construction and the annual size standard is $31M. The estimated cost of construction is between $10M to $25M for the project. The proposed contract is limited to 8(a) firms certified for participation in the 8(a) Program serviced by the SBA Hawaii District Office, and who submit evidence of bonding in the amount required by the contract. 8(a) firms that are not serviced by the Hawaii District Office, but have a bona fide place of business (as defined by SBA) within the geographic area served by the Hawaii District Office are also eligible to submit offers. An 8(a) firm not serviced by the Hawaii District Office must consult its servicing District Office regarding the establishment of a bona fide place of business or status of a previously established bona fide place of business. All other firms are deemed ineligible to submit offers. Note that 8(a) firms are not required to have NAICS code 237130 approved by SBA for use in their business plans in order to participate in this solicitation. Offerors can view or download the solicitation at https://www.neco.navy.mil when it becomes available on or about 20 June 2008. The due date for receipt of proposals is approximately 35 calendar days from the date of issuance of the solicitation. All interested offerors shall register at the website. No notice of solicitation activity will be provided to interested offerors.
