- The Air Force is seeking sources for a potential 100 percentset-aside for HUBZone, or Service Disabled Veteran Owned Small Business (SDVOSB) concerns. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISTION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. This is a sources sought for planning purposes only. The requirement is for the Remove & Replace Transformers, Substation B, Area B, Project 030026. Project involves removing several 69kV power transformers, 15 KV switchgears, 69kV circuit breakers, and considerable structural steel at the location. New work consists of installing a new 69kV 25MVA power transformer, installing new 15 KV switchgear, installing new control relays, relocating a 69kV circuit breaker, reconfiguring 69kV bus, providing new concrete structural pads, and reworking the structural steel, etc. This contract will completely reconfigure a 69kV electrical substation. This is extremely specialized medium voltage work. The estimated magnitude of the entire contract is between $1,000,000 and $5,000,000. Prime contractors who are HUBZone or SDVOSB and who intend to submit a bid for this solicitation MUST submit the following by 4:00 p.m. (local Dayton time) on 10 June 2008: Responses should include the following:(1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor;(2) date of HUBZone and/or SDVOSB certification; and(3) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with their phone numbers;(4) evidence of capability to be bonded for bid, performance and payment bonds;(5) If you are a HUBZone considering a joint venture, you will need to provide proof that this consideration has been forwarded to the cognizant SBA office for approval. Firms interested should provide the above documentation, fax or e-mail responses will be accepted. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested HUBZone or SDVOSB concerns. Responses shall be limited to 5 pages. Failure to submit all information requested would result in a contractor being considered not interested in this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted as a modification in Federal Business Opportunities.
