- Subject: Synopsis of Intent to Sole SourceDate: 05 June 2008Place of Performance: Washington, DC Metro AreaSolicitation Number: 1406-0408-CT-20721 Notice/Action Type: Intent to Sole Source Description: The Department of Interior has a requirement for eGrantsPlus application software maintenance and optimization services and accompanying escrow services in support of its on-going Financial Business Management Systems' (FBMS) enterprise integration effort. This application software is currently employed as an integral part of this enterprise integration effort so as to meet the dictates of the Federal Assistance Management Improvement Act of 1999 and Public law 106-107, to streamline and simplify the application, administrative, and reporting procedures for Federal financial assistance. This requirement is being issued by the Acquisition Services Directorate in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Acquisition of Commercial Items. In accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the Government intends to award a sole source contract to STR.Grants, LLC, 4103 Chain Bridge Road, Suite 300, Fairfax, VA 22030, a veteran-owned small business. A written solicitation will not be issued. A hybrid type Indefinite Delivery - Indefinite Quantity Award Contract is anticipated that will have a 9-month period of performance with renewal options for 4 additional 12-month periods. A firm-fixed-price will be negotiated for the escrow and maintenance requirements. Either firm-fixed-price or time and materials task orders will be issued for optimization services. The North American Classification System (NAICS) code applicable to this requirement is 541519. STR.Grants, LLC maintains copyright registration for eGrantsPlus. STR.Grants, LLC has on-going and specialized experience on the FBMS enterprise integration effort as subject matter experts in grants management, federal accounting, and associated technical and analytical areas. As the application software is peculiar, and proprietary, to STR.Grants, LLC, they have the unique qualifications of the present staff and consultants to respond to the specialized nature of the requirements. Additionally, as application software is currently integrated, only STR.Grants, LLC has the proprietary source code for current and future products. The objectives of this requirement are to: (1) provide maintenance support, which includes new release subscriptions, user's guide documentation, and defect repair and reporting; (2) provide escrow service as associated with the application software source code and any and all updates; (3) provide optimization services, if requested by the Government, to optimize the application software, to include: (a) schedule, and install a new version, release, or patch of the application software installation encompasses: (i) loading new enhancements into the test instance; (ii) modifying the configuration of the environment, as needed; (iv) performing the checklists on the standard product installed in the test instance; (v) moving the new version / patch / release into the production instance; (vi) converting existing scripts and procedures and, as necessary, data conversion; and (vii) provide technical training in the use of application software; and (b) provide systems administrative services associated with the application software; specifically, system administration services include: (i) periodic system "housekeeping" functions; (ii) performance tuning; (iii) back up and recovery; (iv) database maintenance; (iv) user account control; (v) general application software consulting; (vi) on-line assistance with data set-up and user procedural issues and questions; (vii) correction of application software data, which has been corrupted by incorrect data set-ups, user procedures, or other causes which not associated with a software defect; (viii) minor revisions or additions to enhance DOI bureau blueprint requirements, such as: refining and finalizing technical and functional requirements for an enhancement, building the enhancement, completing unit testing of the enhancement and supporting the deployment of the enhancement into the production environment. This is not a formal solicitation. This is not considered a Request for Proposal (RFP) nor is it a Request for Quote (RFQ). No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotations or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government. Information received by the POC stated herein by close of business, Thursday, June 19, 2008, will be considered by the Government.
