Description
THIS IS NOT A REQUEST FOR PROPOSAL. Business sources are currently being sought for providing ArcFlash Safety Garments made of Dupont’s new fabric, Protera, on a rental basis with weekly laundering and repair as necessary for the Naval Facilities Engineering Command Mid-Atlantic (NAVFAC Mid-Atlantic). Services will be required at the following locations: Naval Station Norfolk located in Norfolk, VA, Naval Weapons Station located in Yorktown, VA, Naval Amphibious Base Little Creek located in Norfolk, VA, Norfolk Naval Shipyard located in Portsmouth, VA, Naval Medical Center located in Portsmouth, VA, Naval Air Station Oceana located in Virginia Beach, VA, Naval Air Station Annex Dam Neck located in Virginia Beach, VA, Philadelphia Naval Business Center and Naval Support Activity Philadelphia, Naval Support Activity located in Mechanicsburg, PA, Naval Air Station located in Willow Grove, PA, Naval Weapons Station Earle located in Colts Neck, NJ, Naval Air and Engineering Station located in Lakehurst, NJ, Naval Station Newport located in Newport, RI, Naval Submarine Base New London located in Groton, CT, and Portsmouth Naval Shipyard located in Kittery, ME. The following types of garments will be required: Hazard Risk Category 2 Protera Shirts (rental of approximately 6,950) Hazard Risk Category 2 Protera Pants (rental of approximately 6,950) Hazard Risk Category 2 Protera Coveralls (rental of approximately 225) Hazard Risk Category 4 Protera Coats (purchase of approximately 22) Hazard Risk Category 4 Protera Pants (purchase of approximately 22) Hazard Risk Category 4 Protera Coveralls (purchase of approximately 22) The anticipated contract type will be firm fixed price with a base year and four (4) one-year options. Please note that these services will be procured Brand Name Specific for safety garments made of Protera fabric. The Hazard Risk Category 2 garments will be rented with weekly laundering and repairs (if required) and the Hazard Risk Category 4 garments will be bought with provisions to launder and repair as needed. This acquisition will be conducted under North American Industry Classification System (NAICS) code 812332, Industrial Launderers, and is not expected to be set aside for small businesses because of the geographical span. The Service Contract Act of 1965 will apply and the successful contractor will be required to meet the minimum wages and benefits established by the Department of Labor for each location. Under U.S.C. 2533a (the “Berry Amendment”), any garments rented or purchased on a Government contract exceeding $100,000 shall be totally made and assembled in America. Because Protera is a new fabric, businesses should also address if they would be able to provide Protera garments meeting the Berry amendment. Businesses responding to this Sources Sought shall submit the following information no later than 30 June 2008 to the Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department, Code 240B3, Bonnie Parker, via facsimile (757-443-1424 or 757-443-1327) or e-mail (bonnie.parker@navy.mil): company name, address, POC, telephone number, fax number, e-mail address, DUNS number, CAGE code, brief information on how the company would provide the required Protera garments, and input on the availability of Protera garments that are totally made and assembled in America.
