- Description
- The Ministry of National Defense of Turkey (MOD-TU) intends to invite bids for the procurement and installation of hardware and software upgrades at the CC-Air HQ and the NATO Communications & Information Systems Services Agency (NCSA) sector in Izmir, Turkey. The MOD-TU is serving as the contracting agency for this project. It intends to use the basic (one step/two envelope) International Competitive Bidding (ICB) procedure. Contractor selection will be based on the lowest compliant bid. The estimated value of this project is not available at this time. The reference for the IFB is Project 36 Phase 2. The U.S. Department of Commerce will be using the reference IFB-TURKEY-36-02 The IFB package will not contain material of a classified nature. Please note, however, that contractor personnel who will be working on-site will be required to have security clearances to the level of NATO SECRET. All such clearances must be available prior to the contract award. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to the MOD-TU the NATO clearance certifications for all personnel assigned to the contract. SUMMARY DESCRIPTION The hardware and software to be procured within the scope of this project will comply with ACE ACCIS. The following components will be procured: High Performance and General Purpose Servers IP Switches (Large/Medium Small) AMSG 788, AMSG 720 and Normal Workstations AMSG 788 and Normal Laptop Computers Network Black and White Laser Printer (Large/Small) Normal and AMSG 788 Network Multifunction Printer Network Small Color Printer AMSG 788 Black and White Network Printer AMSG 720 Black and White Network Printer AMSG 788 Network Color Laser Printer AMSG 720 Network Color Laser Printer Normal and AMSG 788 Scanner Router Plotter AMSG 788 Switch Cabin Firewall Projector COTS Software The procurement shall include documentation, training, and initial spares for the hardware. All workstations to be procured within the scope of this project will be configured in accordance with NATO parameter setting. There will be no software development or modification of any kind. The contractor will be responsible for the provision, installation, configuration, and integration of the equipment. BIDDING PROCEDURE Before a firm can be nominated to the bidders list for this procurement, it must first be approved for participation in NATO International Competitive Bidding (ICB). The U.S. Department of Commerce is authorized to approve for participation in NATO ICB those firms with a facility located within the United States. Please visit the following website for a copy of the NATO ICB application: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm A firm that has been approved for participation in NATO ICB must request that the U.S. Department of Commerce issue a Declaration of Eligibility (DOE) for each project on which the firm wishes to bid. A DOE is used to nominate a firm to the bidders list for a particular project. The U.S. Department of Commerce forwards the DOE to the U.S. Embassy, which uses the DOE to nominate the firm to the bidders list. The NATO contracting agency will not accept requests for nomination received directly from firms. Firms that the U.S. Embassy nominates to the Bidders List will be contacted directly by the NATO contracting agency when the IFB has been issued. IMPORTANT DEADLINES 1. Final date to request a Declaration of Eligibility: 24 June 2008 2. Anticipated date that the contracting agency will distribute the IFB: August 2008 3. Anticipated closing date for receipt of bids: October 2008 4. Anticipated contract award date: end of November 2008
