- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The purchase request number is TMKH 08-1010 and the solicitation is issued as a request for quotation (RFQ)(iii) This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 05-12. (iv) This solicitation is 100% set-aside for small business concerns. The associated NAICS code is 333415, and the small business size standard is $13,000,000. (v) This requirement consists of one line item: 0001) Replace HVAC equipment, Bldg 177 Quantity: 1 Unit of Measure: LS (vi) Replace HVAC equipment, Bldg 177, IAW Statement of Work dated 03 April 2008. (vii) The performance period is 40 days including the delivery of materials. The contractor certifies that it can meet the delivery date by submitting a quotation. FOB shall be destination, Bldg 177, Pope AFB, North Carolina. Shipping costs should be included in the unit price. (viii) The provision at 52.212-1, Instructions to Offerors – Commercial, applies to this solicitation. (ix) The provision at 52.212-2, Evaluation – Commercial Items, applies to this solicitation. The quotes will be evaluated on price and technical capability. (x) The provision at 52.212-3, Offeror Representations and Certifications – Commercial Items, applies to this solicitation. The contractor shall be registered in the Online Representations and Certifications Application – ORCA – at http://orca.bpn.gov/. (xi) The clause at 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition Paragraph. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items, applies to this acquisition. The following FAR clauses identified at FAR 52.212-5 are considered checked and are applicable to this acquisition: (b5), (b14), (b15), (b16), (b17), (b18), (b19), (b20), (b24 basic clause), (b31), (c1) and (c2). (xiii) The following clause are incorporated by reference: FAR 52.223-5, FAR 52.232-33, FAR 52.237-2, DFARS 252.204-7003, DFARS 252.223-7006, DFARS 252.204-7004 (Alt A), DFARS 252.225-7000, DFARS 225.225-7002 and DFARS 252.243-7001. The following clauses will be incorporated in full text: FAR 52.252-2 to integrate http://farsite.hil.af.mil, DFARS 252.212-7001 and sub-paragraphs (b4), (b12ii) and (b20iv), DFARS 252.232-7003 and DFARS 252.246-7000. 52.232-18 -- Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.(End of Clause) (xiv) Wage Determination No. 2005-2393 (Rev 6) dated 3/25/08 applies to this solicitation. STATEMENTS OF WORK Replace HVAC Equipment, Bldg 177 REVISED DATE: 03 June 2008 POC: Cynthia Purdie (910) 394-6303 1.0General: The work covered by this Statement of Work (SOW) consists of furnishing all professional services, plant, labor, equipment, materials, supervision, travel and transportation necessary to replace: (1) A total of two -2- condensing units four ton each. (2) A 7 ½ ton Direct Expansion (DX) system with two furnaces. 2.0Scope of Work: Prior to bidding and during site visit, it is the Contractor’s responsibility to verify all information provided by the government and inspect the site conditions to complete the project. The Contractor will order the equipment upon award of the contract. Installation of equipment will be coordinated with Contracting Officer. Actual installation to include final acceptance by the government, will not exceed 30 calendar days from the delivery date. The Contractor must schedule with the Contracting Officer a substantial completion date and final inspection within the time frame of the specified performance period. The Contractor shall purge the refrigerant from the old units and turn it over to the base civil engineering HVAC shop in a labeled container. The label must show type and net weight of the recovered refrigerant. The contractor shall remove and dispose of the old existing equipment in accordance with the applicable environmental regulations. The Contractor shall furnish and install two (2) condensing units four ton each. The new condensing units shall be HEIL Type with model no. N2A048AHA or approved equal, single phase, 208/230 V and 60 Hz power supply. Condensing units shall be outdoor mounted, packaged, air cooled condenser, low sound condenser fan, factory assembled unit consist of condenser coil, fan, motors, mounting legs, factory wiring, piping and controls. The Contractor shall replace expansion coils to be compatible with the condensing units. Condensing units and coils must carry the same trade name. The Contractor shall replace the refrigerant piping per the manufactures’ specification, all piping shall be insulated, and shield sleeve protected from the condensing units and up to the wall where they penetrate to the inside of the building. Contractor may use the existing electrical connection to power the new condensers. Electric disconnect switches must be replaced in kind. Contractor shall remove the existing 7 ½ ton DX system and all associated apparatus, furnish and install a new 7 ½ ton DX system to include: the evaporator coil, the condensing unite, two furnaces, thermostat control and all other supplies and materials as required to deliver finished and usable system. DX coil shall be HEIL type with model no. EHV090 or approved equal, constructed of copper tube-aluminum fin material, vertical direction air flow with 2500 CFM. Cabinet to be fabricated of heavy gauge galvanized steel. Condensing unit shall be HEIL Type with model no. CAE090GHC or approved equal, three phase, 208/230 V and 60 Hz power supply. Condensing unit shall be outdoor mounted, packaged, air cooled condenser, low sound condenser fan, factory assembled unit consist of condenser coil, fan, motors, mounting legs, factory wiring, piping and controls. Contractor may use the existing the existing electrical connection to power the new system (Disconnect switch shall be replaced as a part of the old system). Two furnaces shall be HEIL Type with model no. N8MPN100F20B or approved equal, include draft blower, work with natural gas, 100 MBTU, contractor shall attachment the two furnaces together. Contractor shall replace ductwork in the mechanical room to provide the necessary supply and return air to the building. The contractor shall disconnect and reconnect the existing electric as needed. Direct Digital Control (DDC) will not be connected to the HVAC systems listed above. The contractor shall provide thermostatic temperature control per manufacturers’ specifications. 3.0 Quality control: Equipment shall be designed to conform to the latest ASHRAE safety code, and shall be UL listed under American Standards. Contractor shall perform all work in accordance with the manufacturer’s specification. Mechanical work shall be in accordance with Unified Facilities Criteria (UFC) 3-410-01FA. Electrical work shall be in accordance with UFC 1-200-01. Ductwork shall comply with Sheet Metal and Air Condition Contractors’ National Association (SMACNA). All new equipment shall have one year parts and labor warranty, five years compressors replacement warranty and five years furnace general warranty, all from the final acceptance date. The Contractor shall implement OSHA safety standards. The Contractor shall demonstrate to the government that new equipment operates in accordance with the manufacturer’s specification. The Contractor must clean the work site of any tools and materials. The contractor shall comply with the flowing attachments. Attachment: 1-General Requirements. 2-Green Procurement Guidelines.
