Description
The VA Pittsburgh Healthcare System (VAPHS) is seeking an Architect/Engineer (A/E) firm capable of providing multi-disciplinary services on an as needed basis under a single award indefinite-delivery, indefinite-quantity (IDIQ) contract. Delivery orders may be performed at any of the three VAPHS locations: University Drive C, Pittsburgh, PA, 15240, 7180 Highland Drive, Pittsburgh, PA 15206 and Delafield Road, Pittsburgh, PA 15215. Individual delivery orders will be placed against the contract for designated projects. This contract shall be for one year from the date of award (base year) with options to extend the term of the contract for two (2) additional one year periods to be exercised at the discretion of the Government, or until the maximum contract award amount is reached. Anticipate award of contract will be 9-1-08 or sooner. The number of individual delivery orders to be placed during the initial and any option year is unlimited. Total amount of the delivery orders for the entire contract period, including initial and option years, will not exceed $300,000. Individual orders will not exceed $50,000. A minimum order of $1000 is guaranteed on the contract and a delivery order will be placed within 30 days of award of the IDIQ contract to meet the guaranteed minimum. Other than the minimum, the Government is not required to place any additional deliveries under the awarded contract. Delivery orders and project types will vary from simple to complex and from well defined to those requiring full development of design options. Information may be readily available or may require the A/E to complete exhaustive investigative services. For each project, the VA will issue a request for A/E fee proposal that includes a scope of work for that requirement. The fee proposal shall be based on pre-negotiated unit prices. The nature of the projects will include, but not be limited to, interior renovations, and correction of facility or system deficiencies. The A/E must be capable of performing all necessary professional architectural and engineering functions required to accomplish assigned projects, with or without direct VA Assistance. The A/E firm shall include a multi-disciplinary design team capable of providing a variety of professional services. Design services may require architectural, interior design, civil, structural, MEP, licensed fire protection engineer, and AutoCAD drawings. Work may include, but will not be limited to: project analysis and investigative reports, conceptual designs, contract documents (complete or abbreviated plans and specifications), site plans, exterior and interior layouts and designs, interior furnishings and finish schedules, projects cost estimating and scheduling. Construction period services may require, but are not limited to review of equipment, samples, mock ups, shop drawings and other related construction submittals and documents, project site inspections/site visits and reports, as-built drawings and digitizing or manual as built drawings into AutoCAD. The A/E team shall possess a thorough working knowledge of VA standards, specifications and design criteria. The A/E will also possess a thorough working knowledge of all construction, Life Safety and ADA codes, requirements and standards. All specifications with the exception of specialized and outdated specifications shall be edited using VA standards. Current VA Standards, specifications and design information may be accessed and downloaded at: http://www.va.gov/facmgt/construction/. All contract drawings shall be produced on AutoCAD (Latest Version) for Windows NT. CD's of the drawings shall be provided and remain the sole property of the Government. VA standard AutoCAD layering Title block shall be utilized. All specifications and written documents shall be provided in Latest Version of Microsoft Word for Windows. The A/E will also possess the ability to provide construction management; capable of monitoring on a daily basis for the construction projects initiated by VA, and using VA standards, methods and qualifications for COTR's, which includes, but is not limited to coordination of daily activities, utility shutdowns, worksite inspections, progress payment reports. Interested A/E firms must address the following evaluation factors: (Not listed in priority order): 1) TEAM EXPERIENCE PROPOSED FOR THIS CONTRACT: The professional qualifications of the team proposed by the A/E will be considered for its collective ability to perform the required services. The Architect must be registered in the state they will provide design services (Pennsylvania). The team will be given particular attention for its overall coordination; previous experience with similar work, and its estimating capabilities. Individual members of the team will be considered for their professional qualifications and relevant healthcare experience. Evaluation of their background of the following personnel: project manager, key personnel and consultants. 2) PROPOSED MANAGEMENT PLAN: Team organization and address how the team addresses: a) conceptual design; b) design phases and c) construction phase. 3) PREVIOUS EXPERIENCE OF PROPOSED TEAM: Address project experience related to healthcare work. The specialized experience and technical competence by each member of the team in healthcare related work will be considered. Preference will be given to experience similar to that required. Address the team experiences with issues unique to the renovation and refurbishment of healthcare facilities. Address experience with the design and modifications of occupied facilities, development of conceptual designs, and cost estimates and VA master specifications. Socio-economic status is considered. 4) LOCATION AND FACILITIES OF WORKING OFFICE: Address the locations of the AE firm prime offices and consultants. Offices of the prime A/E and consultants must be located within a 50 mile radius of Pittsburgh. Address how the AE firm will respond to requirements in meeting design requirements, as well as unscheduled needs that come up during construction. Address A/E team site visit costs. VA plans to award one contract to meet our requirements. Address the ability of all members of the team to respond to the demands of the various delivery orders to be placed with the A/E firm. 5) PROPOSED APPROACH FOR HANDLING MULTIPLE DELIVERY ORDERS FOR DESIGN & QUALITY CONTROL: Address proposed design philosophy. Address how the A/E firm will handle anticipated problems and potential solutions. Address how A/E firm and consultants shall provide quality control for each task order. 6) PROJECT CONTROL: Describe techniques planned to control the schedule and costs. Describe the personnel responsible for schedule and cost estimation. Describe experience with RS means and cost/estimating tools. 7) ESTIMATING EFFECTIVENESS: Provide ten most recent bid projects, identifying your initial A/E construction budget, bid price of project, amount of change orders and percent of changes for the various major divisions (architectural, mechanical, electrical, structural, civil). 8) SUSTAINABLE DESIGN: Describe your teams design philosophy and method of implementing. Identify any projects using green or LEEDS standards. 9) MISCELLANEOUS EXPERIENCE AND CAPABILITIES: Address the following experience: a) interior design; b) CADD and other computer applications; c) value engineering and life cycle cost analyses; d) environmental and historic preservation considerations; e) energy conservation and new energy resources; and f) CPM and fast track construction. 10) AWARDS: Address any awards received for design excellence. 11) INSURANCE AND LITIGATION: Address the type and amount of liability insurance carried. Identify any litigation involvement over the last five years and its outcomes. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with FAR 4.11 required registration in Central Contractor Registration (CCR) website located at http://www.ccr.gov prior to award of a contract. This acquisition is full and open competition to both small and large businesses, however, socioeconomic status will be considered during evaluations. The NAICS codes 541310, Architectural Services and 541330, Engineering Services, applies to this acquisition and the small business size determination is not to exceed (NTE) $4.5 million in average annual receipts over the preceding three fiscal years. An emerging small business cannot exceed $2.25 million in average annual receipts over the preceding three fiscal years. See numbered note # 24. No faxed or Email submissions will be accepted/considered. All submissions must be bound in some manner (spiral, binder, etc.) Late responses will be handled in accordance with FAR 15.208. IF THE A/E IS PLANNING ON USING A JOINT VENTURE AGREEMENT - TWO COPIES OF THE AGREEMENT MUST BE PRESENTED TO THE CONTRACTING OFFICER ALONG WITH THE SF 330. IF THE A/E IS A SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) THEY MUST BE REGISTERED AT http://www.vip.vetbiz.gov. After the evaluation of submissions in accordance with Brooks Act criteria, three or more top firms considered to be the most highly qualified will be chosen for interviews to present their approach, experience, and capabilities. Interviews of selected firms will be conducted. The Government will not pay nor reimburse any costs associated with responding to this sources sought synopsis request or any travel (if required) during the interview process. A/E FIRMS ARE INSTRUCTED NOT TO CALL THE CONTRACTING OFFICER REQUESTING MORE INFORMATION. NO ADDITIONAL INFORMATION IS AVAILABLE OTHER THAN WHAT IS NOTED HEREIN. Proper completion of the SF 330's will provide all the necessary information for the Government to select the top firms. THE GOVERNMENT IS NOT OBLIGATED TO REQUEST ANY ADDITIONAL INFORMATION FROM ANY A/E FIRM WHO DOES NOT PROVIDE SUFFICIENTLY DETAILED INFORMATION. Failure to provide all of the requested information may render your submission non-responsive and exclude your firm from the possibility of receiving an interview/contract award. This is not a request for a proposal.
