- Contractor to provide all labor and materials to provide a leased MRI coach to Togus VAMC located at 1 VA Center, Augusta, Maine. The period of performance shall be from 1 July 2008 - 30 June 2009 with one option year for the period 1 July 2009 - 30 June 2010. Any unit providing service must provide the minimum specifications as outlined in this Statement of Work. The contractor shall also provide two (2) diagnostic technicians. The selected contractor will provide specific services as follows:1. Service at Togus will be from 8:00 am - 4:30 pm. Monday - Friday, excluding Federal Holidays; 2. Additional hours of service beyond the 8:00am-4:30pm hours are to be available as needed. 3. The patient schedule cannot be modified by the contractor unless the VA staff responsible for scheduling of MRI services, and/or the radiology supervisor agree. 4. The Contractor is responsible for all transportation costs of the unit during the term of the lease, this would include initial transportation to the facility and set up costs and break down costs and transportation costs from the facility after the term of the lease. 5. The Contractor is responsible for the maintenance of the unit, including cleaning and infection control measures. 6. System must be able to transfer image and data to multiple modalities including the Togus PACs/Carestream System 5, VISTA Imaging, and printers Each location will have different IP addresses, subnet masks, VPN's etc. Contractor will establish network and printer connectivity at each site in coordination with local IT staff. Verification of connectivity must be made prior to the start of patient procedures immediately following the award. 7. The Contractor agrees to provide orientation to the Togus VAMC prior to the start of patient scanning. This orientation will be an on-site session with the opportunity for the VAMC staff to confirm scanning processes and procedures, and confirm connectivity. The contractor agrees to bring the unit to the Togus VAMC and test connectivity as part of the orientation process. 8. If a scheduled procedure is not performed because of circumstances on the part of the contractor's equipment for more than two (2) hours the government will require partial credit for charges incurred that day based on the duration of the downtime. Credit will be calculated by daily rate of lease divided by 8 x length of downtime. For example, daily rate = $800 and downtime is 3 hours the government will divide $800 by 8 = $100 x 3 hours = $300 credit. 9. System protocols for each facility must be preserved and not deleted or overwritten at the next institution visited by the trailer. Image data must be validated as received in the facility's PACS systems or on printers before van leaves the site each day 10. The Contractor will staff the MRI with (2) diagnostic technologists with documented training in MRI technology. The Technologists must be ARRT certified and have documentation of training received by the contractor of the OEM of the system provided to service the VA. The Contractor will assure that certification of staff assigned to the VA will be maintained at all times during the contract. All technical staff will be required to be fully credentialed and have a background investigation initiated prior to working at the VA facility. 11. The contractor agrees to a performance standard of a minimum of nine (9) patients per day during the normal scanning day. Failures of this performance standard not caused by the government will result in a two percent (2%) reduction on the invoice for that day. 12. The contractor agrees to cooperate with VA for quality control purposes; image quality and efficient operational processes for maximum productivity, and workload volumes will be reviewed quarterly. 13. Minimum requirements for this system are a state of the art 1.5T magnet that includes the following software or software with the same capabilities listed below, which is part of the standard configuration for a Siemens Avanto 1.5T, 8 Channel System. Contractor can provide system from any manufacturer of choice, however, specifications must be equal to or better than those listed above. Features: Syngo based s/w, 1D2D PACE, ADC Mapping, Neuro Suite, Blade, Angio Suite, Body Suite, Onco Suite, Othro Suite, 50CM max FOV, EPI, Time to peak maps for perfusion analysis, 3D Isotropic resolution, T1 3D MPARGE/3D Flash, T2 Dark fluid 3D Medic, 3D Myelo, 3D Haste, 3D True FISP, CE MRA, CareBolus, D2D 3D TOF, 2D/3D Phase Contrast, MIP, Non-Contrast MRA, Turbo FLASH, Pheonix, iPAT, Segmented IR Diffusion, Single Shot EPI, Diffusion, MTC, TONE, GMR, Inline Diffusion, DICOM Worklist, DICOM SCU/SCP; COILS: Head Matrix, Neck Matrix, Spine Matrix, CP Flex Large, CP Flex Small, Flex Coil Interface, Body Matrix, Shoulder Array, CP Extremity, Small Extremity coil for hand/wrist/elbow, Foot/ankle
