- The Social Security Administration (SSA) intends to enter into a SOLE SOURCE procurement with the National Academy of Sciences, Institute of Medicine (NAS/IOM), to establish an independent, external standing committee of medical experts to advise policymakers as part of SSA’s ongoing efforts to keep the Listings of Impairments (the Listings) up to date (20 C.F.R. Part 404, Subpart P, Appendix 1). NAS/IOM is the only organization with intimate understanding of the Listings and past experience examining them, the ability to generate FACA-compliant reports, and the experience and academic authority to oversee large-scale scientific programs, access recognized, unbiased experts and scientific knowledge, provide neutral review of scientific research, and lend credibility to reports and other work products with individuals and organizations with interest in science and public policy, such as the Legislative and Executive Branches of Government, the scientific and research communities, and the general public. BACKGROUND: SSA previously contracted with the IOM for advice on how to maximize the Listings as a viable screening tool. In its 2007 Final Report, Improving the Social Security Disability Decision Process, the IOM recommended that the SSA reestablish a medical advisory committee and appropriate ad hoc committees to advise SSA on revising the Listings using up-to-date medical literature and technology in order to improve the Listings accuracy and currency. REQUIREMENTS: SSA plans to award a new three-year sole source contract to NAS/IOM. NAS/IOM will establish an independent, external standing committee of medical experts to advise policymakers as a part of SSA’s ongoing efforts to keep the Listings up to date; meet with SSA and gather information necessary to establish the committee; select and convene FACA-compliant consensus study committees; issue short reports; advise SSA on new medical developments and objective measures to improve accuracy and currency of the Listings; organize workshops or roundtable discussions for debate and analysis of emerging issues; and, develop ideas for specific studies for the Listings. Interested sources that believe they have the capability to perform the services required herein should submit a capability statement to Dawn Caracci via email at dawn.caracci@ssa.gov. Responses shall be marked SSA-RFP-08-1075, CAPABILITY STATEMENT, and shall be received in writing no later than June 20, 2008, 3:00PM EST. All responsible sources will be considered.
