Description
The VA Pittsburgh Healthcare System intends to issue a sole source procurement toSurgRx, Inc. under the authority of FAR 6.302-1. This procurement is to obtain the EnSeal RF Generator Vessel Sealers which can be used for laparoscopic surgeries, nephrectomies, and living donor nephrectomies. The EnSeal provides the surgeon a 5mm size instrument which will guarantee hemostasis (sealing) up to 7mm and can seal within 3-6 seconds. This device provides maximum compression the full cut length up to 3x higher @ 7000 lbs. and only needs 180 volts to melt the collagen into elastin within the vessel walls. The seal withstands up to 5x systolic BP on a 7mm vessel. The EnSeal has less than 1mm thermal spread, controls energy deposition using radiofrequency energy and has a cooling off feature causing the generator to shut down after 100C. The sharp dissection technology allows for the cut length to go to 17mm on an 18mm bite with two ways to cut the tissue. A safety lock that allows only sealing, and after the tissue is denatured, the surgeon can unlock the device to move forward or the device can be set to simultaneously seal and cut. The EnSeal handle offers 4 plus ways to hold the device which complements all different sized hands. This same device can be either hand activated or activated by a foot pedal. It is a multi-functional tool and can be used as a blunt dissector, a bipolar clamp to seal, a cutter, a seal/cut and it will cauterize a bleed. It is the belief of the Government that there is currently only one responsible source capable of providing this equipment to satisfy the agency requirement. A determination by the Government not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This is not a request for competitive quotes; however, any firm that believes it can meet the requirements may give written notification, accompanied by supporting evidence in sufficient detail to demonstrate the ability to comply with the above requirements, to the contracting officer within ten (10) days from the date of publication of this synopsis. All responses must be in writing via e-mail to Cheryl.Weidner@med.va.gov or faxed to 412-365-5451. If no responses are received, VA Pittsburgh Healthcare System will proceed with the sole source procurement from SurgRX, Inc.
