- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-25. This announcement constitutes the only solicitation; a written solicitation document will not be issued. This synopsis, NAICS code 334516, is to notify contractors that the government intends to issue a Purchase Order in accordance with FAR Part 13.106 for the following specification, under the simplified acquisition procedures. This is 100% small business set-aside. Prospective offerors are responsible for downloading the solicitation and any amendments. It is the offeror’s responsibility to monitor the FedBizOpps website for the release of any amendments to this solicitation. The Government reserves the right to award a contract without discussions, if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. This solicitation is issued as a Request for Quotation (RFQ). The Food and Drug Administration (FDA) intends to award a purchase order for a WellPro 3000, Automated Liquid Handler. Installation and Training. Specifications Include: Automated Liquid Handler for performing serial dilutions, plate filling, and plate replication in 96 well plates. Must have a 12 channel liquid transfer head so protocols can be run in both landscape and portrait positions (by row or by column). Must be able to perform a serial dilution across a 96 well plate in the landscape position in less than 35 seconds (no mixing, no tip change). Must be able to perform a mother – daughter plate replication in the landscape format in less than 45 seconds (no mixing no tip change). Width not to exceed 13.5” to conserve lab bench space. Height not to exceed 17” to facilitate use in a biohazard hood if desired. Must include a one-year parts and labor warranty. Must be stand alone operation so no PC is required. Must have a color graphical display for monitoring operational status at a glance while performing other functions in the same general area of the laboratory. Brand name or Equal. FOB: Destination - 8800 Rockville Pike, Bethesda, MD 20892. EVALUATION AND AWARD: Award. The Government intends to evaluate proposals and, if necessary conduct discussions with all responsible offerors within the competitive range. The award will be made to the offeror whose proposal conforms to the terms and conditions of the solicitation and award may be made to other than the lowest priced or the highest technically rated offer. Relative importance and trade-offs. The Government will base the determination of best value on performance, and the other evaluation factors identified elsewhere in this solicitation. The determination of best value also considers the relative importance of the evaluation factors. All technical evaluation factors when combined are approximately equal to cost and price. CCR: Vendors Must Be Registered In The Central Contractor Register (CCR) Prior To The Award Of A Contract. You May Register By Going To Www.Ccr.Gov.
