Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch intends to solicit, negotiate and award a purchase order on a noncompetitive basis to J. Timothy Johnson, Decatur, Georgia, to provide advisement on the work of the evaluation study of the NIH Roadmap (RM) Epigenomics Program (EP). The evaluation study has three phrases: Evaluability Assessment, Process Evaluation and Goal-Oriented Evaluation of Program Achievement. The services for the Evaluability Assessment include an assessment of the program and which areas can be subjected to meaningful evaluation. The advisement will assist the NIH RM EP on the correct conduct of program evaluation and evaluative research for this program of multiple components with time-related effects. It is anticipated that the work will require 12 months. Mr. Johnson will be required to attend 2 meetings of the Steering Committee in Bethesda, Maryland. Mr. Johnson has over 10 years of multi-component evaluation advisement experience, both national and international. His experiences include other agency government program evaluation (Centers for Disease Control and the Agency for International Development) and academic (University of Michigan, Institute for Social Research.) Therefore based on the aforementioned facts, only one responsible source and no other supplies or services will satisfy agency requirement FAR 6.302-1. The Government intends to select the offer that represents the best value to the Government, price and all other factors considered. The acquisition is being conducted under simplified acquisition FAR 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
