- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1.0PURPOSE Background: The National Guard must establish and operate a Youth Development Program to assist Guard members and their families in balancing the competing demands of their civilian occupation, family life and accomplishment of their state and federal Guard missions. Such programs shall provide opportunities for youth to develop their physical, social, emotional and cognitive abilities and to experience achievement, leadership, employment, friendship and recognition. The National Guard Youth Development Program serves children and youth ages 6-18 years of National Guard, Geographically displaced Active Component, Activated Guard and Reserve, and DoD Civilian families. 2.0SCOPE 1 The objectives of the National Guard Youth Development Program are for the offeror to proceed on a defined course of action, develop marketing plan for child and youth development programs relevant to deployed and to-be deployed Guard members: 1) Determine the effectiveness of existing child and youth development programs available to National Guard families; 2) Identify existing community based child and youth development programs to include School-Age Programs, and Before and After School programs 3) Identify Outreach Services for children and youth of eligible National Guard Service Members. 4) Develop standard metrics of the Child and Youth development programs as a baseline to measure the successes and challenges. 5) Provide Youth Development Program support, at a minimum, for these 5 core requirements; character and leadership development; education and career development; health and life skills; the arts; and sports, fitness, and recreation as they would apply them to the unique needs of National Guard children and youth. 6) Place one (1) Youth Development Specialist in each of the 50 States, the District of Columbia and the Territories of Guam, U.S. Virgin Islands and Puerto Rico in 3 phases throughout the base and option years. Placement will be determined on availability of funds and termination of existing state level. These Youth Development Specialist are located at the JJHQ Family Program Office contracts. b. Conduct surveys to determine the needs of service/family members and develop assessments to determine effectiveness of available current and future child and youth development programs throughout the 54 states/territories. 1) Survey/assessment must establish baseline child and youth development services available to deployed active component service members. This baseline must address both Army and Air Force services for installations as well as for spouses/dependents living remote from on-base support. 2) Survey/assessment must reach out to previously deployed service members and their spouses, as well as currently deployed members and spouses to establish existing services, requirements and gaps in child and youth development services. 3) Survey/assessment must look forward/proactively toward Time Phased Troop Deployment Lists/Schedules as well as Force Generation models to predict the future demand/requirement for services by geographical area. 4) Survey/assessment must identify existing National Guard-sponsored child and youth development efforts within states/territories. 5) Survey/assessment must identify existing DoD outreach efforts to support child and youth development requirements of deployed Guard members. 6) Survey/assessment must identify existing state (government) sponsored child and youth development programs available to support dependents of deployed service members. 7) Survey must identify existing DoD, federal, state and university sponsored programs which contribute to child and youth development programs for dependents of deployed Guard members. 8) Survey/assessment must identify training requirements associated with child and youth development programs related to deployed Guard members. 9) Survey/assessment must identify marketing/outreach efforts required to publicize and implement successful Guard child and youth development programs. 10) Define concepts and courses of action for providing child and youth development programs to dependents of Guard members. 11) Define concepts and courses of action associated with potential legacy issues associated with formerly or currently deployed Guard members. c. Marketing. Provide, at a minimum, monthly newsletter articles about the National Guard Child and Youth Development Program initiatives and activities, develop and publish Youth Development program marketing kits, 1) Given direction to proceed on a defined course of action, develop marketing plan for child and youth development programs relevant to deployed and to-be deployed Guard members, 2) Develop outreach/marketing materials to be distributed to each state to support objectives. 3) Develop and deliver electronic outreach/advertising to support implementation and sustainment of child and youth development programs. 4) Develop a National level program/event like Toys for Tots that: (a) promotes the National Guard Youth Development Program in a positive manner (b) promotes involvement and support in the local communities (c) promotes child, youth, and family involvement (d) receives National recognition d. Training. Determine and define the required level of program support and a cost effective delivery platform necessary to meet the child and youth development program requirements. At a minimum these 5 core requirements must be addressed; character and leadership development; education and career development; health and life skills; the arts; and sports, fitness, and recreation as they would apply them to the unique needs of National Guard children and youth. 1) Develop competency-based program of instruction (POI) as identified in DODI 6060.4 concerning Child and Youth Development program training modules. 2) DOD Child and Youth Development training modules must be edited to address specific National Guard circumstances and scenarios. 3) The edited program of instructions must meet International Association for Continuing Education and Training (IACET) standards. 4) The program of instructions must be developed and delivered by individuals with master level credentials. 5) Deliver Child and Youth Development program of instructions in the most efficient cost effective manner possible. 6) Conduct 1 Professional Development seminar per year for all state Youth Development Specialist. 7) Conduct one 3-day National Youth Symposium for 108 youth ages 15-18 (2 representatives per state (50), 3 territories (PR, GUAM, VI) and District of Columbia, and the Youth Development Specialists. 3. Quality Control. All National Guard Child and Youth Development programs must eliminate the risk of child abuse and achieve and maintain State licensing equivalent and National Accreditation, as applicable, per statutory requirement and DoD policy. 4. Management Objectives. The management objectives are to allow the offeror the maximum flexibility to innovatively manage the projected schedule, resources, performance, risks, subcontractors and data to produce a program that satisfies the customer (military families) and National Guard Bureau Family Program office. The selected vendor will provide one single point of contact (Program Manager). The Program Manager must possess an advanced degree with specialization in the Child and Youth concentration. 5. Special Relationship. The selected vendor shall conduct its business in a manner befitting its special relationship with the Government; i.e., to operate with objectivity and be free from conflicts-of-interest, to fully disclose its affairs to its sponsor, and to serve the unique needs of its sponsor, while holding its full confidence and trust. The nature of the National Guard Youth Development Program requires that the selected vendor operate in a strategic relationship with its sponsor and users. This strategic relationship shall have the following characteristics and be governed as follows: a. The selected vendor is granted access to information beyond that which is common to the normal contractual relationship, including deployment plans, dependent information, data and program planning information. b. The selected vendor bears a special responsibility to avoid actual and perceived conflicts of interest, and the selected vendor accepts stringent restrictions on privacy and security of the information and concepts associated with course of action related to potential National Guard Youth Development Program. c. Selected vendor must provide plan for the safeguard/protection of sensitive, but unclassified information. 6. Selected Vendor work. The Selected Vendor may only perform work as defined in its core statement and in accordance with the following guidelines: a. The government must approve all work. It is in the contractors best interest to keep the government informed and notified of all plans in implementing and changes that may occur in the different phases of work. b. Work will only be accepted from the contractor, through the Contracting Officer and or Contracting Officer Representative (COR). Attn: Christine Epps Contracting Officer Michael Conner - COR 3.0PERIOD OF PERFORMANCE Period of performance for this task order shall be from date of contract award through 30 September 2008 with four options to extend. The option year period of performance are as follows: Option Year ISeptember, 2008 through September 2009 Option Year 2September, 2009 through September 2010 Option Year 3September, 2010 through September 2011 Option Year 4September, 2011 through September 2012 4.0PLACE OF PERFORMANCE Work performed under this SOO shall be primarily at the contractors site. Each state has a headquarters call Joint Forces Headquarters (JFHQ) These Youth Development Specialist are located at the JFHQ Family Program Office site in accordance with para 2.1.6.. 5.0CONSTRAINTS Hours of Work: During the term of this task order, the ANG shall provide guidance. Travel: Travel shall be at the contractors descression to the various. Regulations: The contractor shall comply with all Federal, state, local and base regulations. In addition, the contractor shall comply with the ANG Investigation Protocol (dated June 1998), any applicable executive orders, and also adhere to the base health and safety requirements. Unauthorized Disclosure: All data retrieved, and all reports concerning the data shall be property of the United States Government. The contractor shall not publish or disclose such data or reports in any manner and understands that any and all data retrieved and reports concerning the data may only be released with the consent of HQ ANG. Security Requirements: All civilian personnel shall be US citizens. The contractor shall provide a list of names of staffing personnel. 6.0DELIVERABLES All deliverables are designated thought the Statement of Objectives and is left for the contractor to prove schedule of when such deliverable will be deliver i.e. weekly or monthly. 7.0 SUBMISSION OF OFFERS Offerors shall present a proposal in response to the Statement of Objectives that demonstrate contractors methodology for supporting the Statement of Objectives (SOO). The proposal shall contain a schedule, management plan, and Quality Control Plan which would include performance measures. The schedule shall be in Gantt format and show accomplishment of each of the tasks marking key milestones and key decision points. The management plan shall include organizational structure with role/responsibility, names and resumes, that demonstrates your technical capability and proven past performance to successfully complete the requirement as outlined in SOO. It should also include Past Performance in reference to this type of work: submit three (3) references of similar work performed in the past three years. References should include contract numbers, performance periods, and point of contact with phone numbers. The management plan should also include an execution plan that Illustrates or discuss the project execution,. Quality Contract Plan shall include the approach in accomplishing the SOO outlining a risk management process, including risks identified in this proposal and actions to manage them through acceptance, avoidance, mitigation, or elimination. Quality Contract Plan shall also contain performance measures that includes a discussion on how the contractor will meet proposed performance requirements. The Offeror shall describe its approach to performance metrics management to ensure successful performance. Price: submit a firm fixed price quote for the effort outlined in the Statement of Objective (SOO). 8.0 EVALUATION OF OFFERS EVALUATION PROCESS FOR AWARD: Award will be made to the technically acceptable, lowest priced offer from a responsive and responsible source as defined in FAR Part 9, who also has satisfactory record of past performance. Each offeror is requested to submit two separate binders with the solicitation number and Title written, one will be labeled Technical Information and the other will be labeled Price. Evaluation Factors are as follows: TECHNICAL PROPOSAL will include (schedule, management plan, and Quality Control Plan) AND Price Proposal. Technical information will be evaluated as follows: TECHNICAL: FACTOR 1: Technical Information. The Technical information shall include a schedule, management plan, and Quality Control Plan as subfactors. SUBFACTOR 1a: schedule: Offerors will be evaluated on their demonstrated ability to effectively manage the project and prepare a Gantt format and show schedule realism and schedule risk. Schedule realism means that the offeror has demonstrated its ability to schedule the appropriate amounts of time for each of the major segment of the project. Schedule risk is the certainty accomplishment. SUBFACTOR 1b : management plan Shall be evaluated on its organizational structure and on how well it provides demonstrated evidence that the required work can be accomplished by having personnel on hand, or can readily secure, the necessary personnel to complete the work outlined in the SOO. The Offerors past performance will be evaluated to determine quality, delivery, cost control, and customer service, technical capability and experience to perform the proposed contract and how well it satisfied its customers. The government will use relevancy levels and risk rating definitions in order to assign an adjective overall rating to each proposal. The Government treats an offerors lack of past performance as having no positive or negative evaluation significance. The Execution Plan will be evaluated to determine feasibility and unstandability along with is it doable. SUBFACTOR 1C : Quality Control Plan will be evaluated on the described risk management process, to include risks identified in this proposal and actions to manage them. Quality Control Plan will also be evaluated on how well the performance measures discuss how the contractor will meet proposed performance requirements to include metrics management. PRICE: The Government will perform a price analysis on all proposals received. Price analysis will be performed in accordance with FAR 15.404-1, to determine completeness, reasonableness, and understanding of the work. The evaluation will determine the adequacy of the offer in fulfilling the requirements of the proposals. Completeness addresses the extent to which the elements of the price proposals are consistent with the requirements of the SOO. Reasonableness will be established using historical price information, price competition information, the IGE, and any other pricing tools necessary. 9.0 TECHNICAL EVALUATION WEIGHTS. Relative Importance Definition. For the purpose of this evaluation, the following terms will be used to establish the relative importance of the technical factors and sub-factors. "GOOD: High quality in most respects; good probability of success; generally exceeds minimum requirements; improvement possible or could be further detailed. "SATISFACTORY: Adequate overall presentation, but some areas less than thorough in analysis or detail; fair probability of success; meets minimum requirements, improvement possible in some major areas. "Marginal:Contractor has supplied some information but not enough to make a clear evaluation. Some clarification maybe needed. "UNSATISFACTORY: Inadequate presentation; fails to meet minimum requirements. "NEUTRAL: Contractor does not have past performance in the specific area referenced in the SOO. The solicitation document incorporated provisions and Clauses are those in effect through Federal Acquisition Circular 01 QUOTER_SHALL INCLUDE A COMPLETED COPY OF THE PROVISIONS AT FAR_52.212-3, Offeror Representations and Certifications Commercial Items along with the firm DUNS number. The Provisions at FAR 52.212-1, Instructions to Offerors Commercial, apply to this acquisition. FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition.
