Description: THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being utilized to determine the availability and adequacy of potential sources prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). This market research of the industry will be used to identify potential and eligible contractors who have the skills, experience, qualifications, and knowledge to successfully support the Naval Air Warfare Center Aircraft Division Code 4.5.9., Identification Systems (IDS) Division for services in support of the design, development, integration, test and evaluation, installation, fielding, certification, maintenance, and logistic support of Cooperative Identification; Non-Cooperative Target Recognition (NCTR); Air Traffic Control (ATC)equipment, systems and subsystems; and advanced technologies development. The contractor shall provide on- and off-site personnel to conduct analytical, engineering, integration, test and evaluation, maintenance and supply, training, laboratory maintenance, and technical management support for Government-owned systems/equipment. The work under this effort is currently being performed by ManTech Systems Engineering Corporation under Contract N00421-04-C-0043. It is anticipated that this effort will be a Cost Plus Fixed Fee Performance Based Service Requirement, categorized under NAICS Code 541330 with a small business size standard of $25 Million. The performance period shall be from 1 March 2009 thru 29 February 2014 with four one-year options. The work shall be performed mostly on site at St Inigoes MD. The estimated level of effort is 35 full-time personnel per year with labor categories consisting of key, non-key and Service Contract Act (SCA) labor such as, program manager, engineers, computer analysts, and electronics technicians. Experience for these personnel shall include varying year of experience with Navy/Marine Corps, Combat Identification and Air Traffic Control and Landing, Systems. In addition, all potential offerors must either have or be able to obtain a SECRET facility clearance. It is anticipated that the award of any subsequent Request for Proposal will be based upon a best value analysis, cost and non-cost factors considered. A determination as to the type of acquisition strategy will be based upon the responses to this synopsis and other historical factors. In order to facilitate industry’s understanding of this requirement, in addition to this synopsis, the following documents will be posted to as attachments to this synopsis: (1) draft statement of work; (2) the minimum labor category qualifications, (3) performance outcomes and (4) the estimated level of effort with allocation of hours by labor category. Interested parties are requested to submit a response of no more than 20 pages demonstrating their capability to perform the services listed above. This documentation shall address, as a minimum, the following: (1) What type of work has your company performed in the past in support of same/similar requirement(s)? Include information such as contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein; (2) Can or has your company managed a task of this nature before? In your response provide details of plan for ensuring the resultant contract would be staffed with qualified personnel. Staffing plan should address current hires available for assignment, possible subcontracting/teaming arrangements, and strategy for recruiting and retaining qualified personnel.; (3) What specific technical skills does your company possess which will ensure capability to perform tasks as outlined in the draft statement of work? ; (4) If you are a small business, provide an explanation of your company’s ability/plan to perform at least 50% of the overall effort. ; (5) include a company profile to include number of employees, annual revenue history, office locations, DUNs number, etc.; (6) Add any specific metrics not addressed in the performance standards you believe would add value to this government requirement.
