- The US Geological Survey intends to negotiate on a sole source basis with Iowa Department of Natural Resources, to develop a Local Resolution NHD using a LIDAR Derived 1-meter DEM, the National Wetland Inventory and the High Resolution NHD. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) FAR Subpart 13. The proposed action is for services for which the Government believes that there is only one responsible source and no other vendor will satisfy the agency's requirement. The following Justification for Other than Full and Open Competition has been prepared in support of this acquisition: The US Geological Survey (USGS) has a requirement for the development of a Local Resolution NHD data in Iowa. USGS intends to partner with Iowa Department of Natural Resources to carry out a pilot project that will develop a process, define, and determine the level of effort required to create a Local Resolution NHD. The results of this project will document a process to use USGS High Resolution NHD and local data to develop Local Resolution NHD for the state. The state of Iowa has nearly completed a 1:12,000-scale National Wetlands Inventory (NWI) hydrography data set for the state. The state is currently having state-wide LIDAR data collected through a partnership with the USGS. Iowa Department of Natural Resources proposes to investigate the feasibility of developing a Local Resolution NHD using a LIDAR derived one-meter DEM, the National Wetland Inventory (NWI) and the High Resolution NHD. Iowa Department of Natural Resources will process ten, 12-digit Hydrologic Units distributed around the state, in different landform regions, to determine the potential cost of developing Local Resolution NHD for the whole state (~1700 12-digit Hydrologic Units). No other sources were known to possess the unique and essential qualifications based on my experience and working relationship with Iowa Department of Natural Resources. They have developed and maintained the NWI data set and have contracted for the LIDAR data from which they will derive a one-meter DEM used to create the Local Resolution NHD. Iowa Department of Natural Resources has all of the required data sources and knowledge of working with this data to accomplish the desired task. Firms that believe they can provide the required services described above are encouraged to identify themselves and give written notification to the Contracting Officer. Those firms believing they can provide similar services must provide supporting evidence that they can furnish the services identified above in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. The Government will consider all responses received within 5 days of the date of publication of this notice. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by e-mail at ldhayes@usgs.gov. Responses should include the firm's Dun and Bradstreet number (DUNS). Firms should identify themselves as either small business, or other than small business, in accordance with the size standard for North America Industrial Classification System (NAICS) Code 541360 which is $4.5 Million per year averaged over last 3 years.
