Description
PURPOSE: This market research is being conducted to identify sources that may possess the capabilities necessary to provide all services, labor, facilities, equipment, tool parts, and materials to complete the inspection, and to perform repairs as specified in TB-1-1730-229-30-3, TM 55-1730-229-34 and DMWR 1-2835-213. A 500 hour inspection shall be completed on all RESET GTCP36-50H GTEs. The inspection shall be in accordance with the inspection requirements listed in RESET TB 1-1730-229-30-3. Engine Inspection and Disassembly steps are listed in TM 55-1730-229-34. The contractor shall perform: A complete external inspection shall include the following: 1. Visually inspect all accessible surfaces of all external components for leakage and damage. Check for cracks, broken components, and excessive wear. All damages are to be evaluated in accordance with DMWR 1-2835-213. 2. Visually inspect all welded or brazed assemblies, hand check for security of the welded joint. 3. Check the security and condition of wires and connectors. Check security and torque check all un-removed components and fasteners. Check rotor and gearbox for free rotation; binding, and abnormal sounds are not acceptable. Magnetic Drain Plug, remove, and evaluate residual oil for evidence of debris, odors, and abnormal coloration. 2. Perform vacuum check of the gearbox and compressor carbon seal. Install a vacuum check of the gearbox vent fitting; draw vacuum to minus 6-8 inches Hg. Vacuum shall not drop more than 0.3 inches Hg in a two minute minimum time period. 3. Using a fiberscope (FS-100 or equivalent) inspect the following areas through the combustion chamber and exhaust openings in the turbine plenum assembly. The inspection steps are detailed in the TM 55-1730-229-34, in starting in section 9-16. Inspect turbine housing scroll combustion chamber for cracks, distortion, and heavy fretting and wear marks. Inspect scroll flange (which seals against nozzle forward surface above vanes) for cracks or distortion. Inspect the turbine rotor blades for condition. Inspect the turbine rotor blade ends. Blade contour, saddle areas, and hub area for cracks. No cracks allowed except in the saddle area. Inspect the labyrinth seal for cracks. Inspect the turbine nozzle vanes for apparent damage or distortions that might result in a non-uniform flow area relative to another vane or passage. 4. Using a fiberscope (FS-100 or equivalent), inspect the compressor for damage through the air intake duct. Examine for evidence of cracks, missing material, dents, abrasions, or other damage. Crack indications are not acceptable. Evidence of minor abrasion at the blade leading edge from indigenous solids is acceptable. Refer to the applicable inspection/check of DMWR 1-2835-213 for evaluation of this or any other visible damage. Letterkenny Army Depot is soliciting information from companies interested in performing 500 Hour Inspection and Repair for GTE Model #GTCP36-50H RESET TB#1-1730-229-03. This Request for Information (RFI) is issued for informational planning purposes only and does not constitute a solicitation or commit the Government to award a contract, now or in the future. Submitting information for the RFI is voluntary, and participants will not be compensated; this is not a request for proposal, and all information submitted in response to this request shall become the property of the Government and will not be returned to the submitter. INSTRUCTIONS: If after review, you desire to participate in the market research, you should provide documentation that supports your companys capability in meeting these requirements. Both large and small businesses are encouraged to participate in this Market Research. Questions relative to this market research should be addressed to Teely Shaffer, teely.shaffer@us.army.mil. Desired response format. The Government desires that responses be submitted on CD ROM in an electronic format that is compatible with Microsoft Windows/Office and/or Adobe Acrobat and addresses the limited information provided above and any other important technical aspects of the product. If the CD contains proprietary/competition sensitive material, the CD and cover label should be marked Proprietary/Competition Sensitive Information. In addition to the CD-ROM, the Government requests interested sources provide two (2) hard copies of their response. If required, the hard copies should be clearly labeled as Proprietary/ Competition Sensitive Information on the cover sheets and, in close proximity to this type of information, on each applicable page. Proprietary/competition sensitive information will be protected from disclosure. The submitted responses should include the following: 1. Executive Summary. 2. Company Capabilities. 3. Detailed Product Description. 4. Proposed Delivery Schedule. 5. Points of contact (including name, email address, phone number, and fax number) for customers currently having maintenance similar scope work performed 6. Appendices (if required). Responses must be received no later than close of business Friday, June 20, 2008.
