- The National Cancer Institute (NCI), plans to procure on a sole source basis, services regarding: Obesity and Risk of Multiple Myeloma Precursor Disease (MGUS) Among African American and White Women with the International Epidemiology Institute (IEI), 1455 Research Blvd. Rockville, Maryland 20850. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106. The North American Industry Classification System Code is 541690 and the business size standard is $6.5M. The purpose of this procurement is to provide data on socioeconomic status, body mass index, and other baseline measures from 2,000 persons, all of which are included in the parent study “Southern Community Cohort Study (SCCS),” and the sub-study the “Komen Study.” The contractor shall provide a dataset including a baseline questionnaire, which elicits information on demographics; anthropometry; tobacco use; diet; alcohol consumptions; physical activity; personal medical history; family medical history; reproductive history (for women); medication use; emotional well-being and social support; religion/spirituality; health insurance; use of medical and cancer screening services; occupational history; and miscellaneous factors such as cell phone use and seat belt use. IEI is the only source known that is focusing on genetic and behavioral determinants of obesity and is the only source known that has full access to a population-based low income population, less than $15,000 per year that includes African Americans and Whites, with full access to blood, medical examination data and questionnaire information. IEI assisted in the development of the questionnaire, as part of the parent SCCS study. The content is in accord with standard approaches however, the low income population included in this study is rarely included in any study such as this. The data obtained in the SCCS and Komen Study, are critical elements to the current NCI Monoclonal Gammopathy of Undetermined Significance (MGUS) study. Changing variables at this time will be detrimental to the current MGUS study in progress. The Period of Performance shall be for twelve (12) months from date of award. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 11:00 am ET on June 23, 2008 to Malinda Holdcraft, Contract Specialist. It is the vendors’ responsibility to call 301-402-4509 or email the aforementioned individual to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
