Description
This is market research being conducted by the Navy Aerial Target and Decoy Systems Program Office (PMA-208) of the Program Executive Office for Unmanned Aviation and Strike Weapons [PEO (U&W)] to support ongoing acquisition planning efforts. The United States Navy has a requirement for a cost effective aerial target system to represent Subsonic Anti-Ship Cruise Missile Threats and air platforms. This Subsonic Aerial Target (SSAT) System will be used to support developmental and operational testing of naval combat systems while providing services in support of advanced fleet training. The SSAT will be a recoverable aerial target vehicle capable of realistically representing enemy threats that operate in the subsonic regime. The SSAT will be launch capable from ashore, at sea or by air and will be remotely controlled utilizing the System for Navy Target Control (SNTC). Based on previous market research, the Navy has identified a number of manufacturers with existing subsonic target systems that could be modified to achieve SSAT performance requirements. The Navy is considering making a competitive solicitation for the limited development and refinement of an existing target system to achieve Navy requirements to facilitate follow-on production. This late-stage System Development and Demonstration (SDD) effort is envisioned to commence in the FY-09 timeframe and is anticipated to be 12-24 months in duration. Follow-on production is desired in FY-11. Production is currently envisioned to cover a fifteen year period at a rate of approximately 45 vehicles a year. To support the development of the Navy’s acquisition approach, potential contractors are requested to submit a white paper, not to exceed fifteen (15) pages, that covers: -The current nondevelopmental base target vehicle with a listing of current capabilities compared to the performance requirements identified in Table 1 of the draft Performance Specification, PMA208-08001/R, for the Navy Model Subsonic Aerial Target (SSAT) System and End Items. -The major technical endeavors anticipated to achieve the threshold requirements identified in Table 1 of the draft Performance Specification, PMA208-08001/R, for the Navy Model Subsonic Aerial Target (SSAT) System and End Items. -Contractor comments on the viability (scope and schedule) of the Government’s proposed Contractor and combined Government/Contractor system test and evaluation efforts in the draft Statement of Work. -Based on the factors listed above, also provide a ROM schedule & cost estimate of the envisioned development effort only. Copies of the SSAT technical documentation, including the draft Performance Specification, draft Statement of Work (SOW), draft Contract Data Requirements List (CDRL), and other draft documents may be obtained by contacting Mr. Frank Fisher at email francis.fisher@navy.mil or at telephone number (301) 757-5904. Industry comments and feedback to this request will be analyzed, considered, and used in the development of a formal Request for Proposal (RFP). All material provided will be treated as proprietary. Multiple White Papers describing different possible solutions are acceptable. The fifteen page limit is per White Paper. Request white papers be provided to the point of contact identified below by 3 July 2008. PMA-208 intends to conduct an Industry Day in the September 2008 timeframe to provide additional information. The Industry Day announcement is planned to be posted on FEDBIZOPS by the end of June 2008. THIS IS NOT A REQUEST FOR PROPOSAL. THIS SYNOPSIS IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT, NOR WILL THE GOVERNMENT PAY FOR ANY INFORMATION SOLICITED OR PROVIDED. THIS RFI IS NOT A COMMITMENT BY THE GOVERNMENT TO ISSUE AN RFP OR AWARD A CONTRACT.
