Description
Circular 2005-25 and maybe obtained electronically at http://www.arnet.gov/far. This RFQ is being solicited as SET-ASIDE SMALL, WOMEN-OWNED, SERVICE-DISABLED VETERAN-OWNED, HUBZONE, SMALL DISADVANTAGED VETERAN-OWNED, etc. The North American Industry Classification System (NAICS) is 334511 and Small Business Size Standard is 750 employees. The USCG Maintenance and Logistics Command Atlantic intends to award a Firm-Fixed Price (FFP) Purchase Order using Simplified Acquisition Procedures for the purchase of five(5) 406 MHz Direction Finding(DF) Equipment – Emergency Position Indicating Radio Beacon’s (EPIRBs). These systems must be portable, lightweight, operable day or night by one person in all Marine Environments. Must also be waterproof and can DF on frequencies 406/121.5/243.0 MHz at a minimum. Equipment shall have the ability to be quickly and easily assembled and shall have an “easy” to use read out of information for Coast Guard personnel engaged I DF duties. Sources shall provide Technical and Specification Literature of equipment being quoted. All items are to be delivered to U.S. Coast Guard Atlantic Area (Armc), 431 Crawford St., Portsmouth, VA 23704, Attn: Geoffrey Pagels. The Coast Guard does not own nor can they obtain technical specifications, drawings, plans or any other technical data for this equipment. Request for drawings or applicable proprietary information will be disregarded. F.O.B Destination quotes are desired. F.O.B Origin quotes must include shipping charges to be responsive. Desired delivery is 15 days. Required delivery is 30 days after receipt of order. The following Federal Acquisition Regulations (FAR) Provisions and Clauses apply to this RFQ; 52.212-1, Instruction to Offerors – Commercial Items (APR 2008) 52.212-2, Evaluation – Commercial Items (JAN 1999) 52.212-3, Offerors Representations and Certifications – Commercial Items (MAY 2008) (NOTE: As of Jan. 1, 2005 ORCA has become mandatory and is available through the Business Partner Network (BPN) at http://www.bpn.gov/. A hard copy is no longer required if Contractor is ORCA registered, if NOT registered, the Contractor can upload their Reps &Certs to ORCA. Contractor must have an active Central Contractor Registration (CCR) record and a Marketing Partner Identification Number (PIIN). 52.214-21, Descriptive Literature (APR 2002) 52.214-31, Facsimile Bids (DEC 1989) The Government will award a contract resulting from this solicitation to the responsive, responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, Price and other factors considered. The following factors shall be used to evaluate offers: Price, Delivery, and Past Performance Factors (please provide Points of Contact, Telephone Numbers, and types of Supplies of which contract have been satisfactorily completed of at least 3 current references). NO CONSIDERATION WILL BE GIVEN TO QUOTES LACKING THIS AND OTHER INFORMATION SET FORTH IN THIS SOLICITATION. Federal Acquisition Regulation (FAR) Clauses that applies to this RFQ: 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2007) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items (MAY 2008) applies as follows: paragraph (b)(1),(7),(16),(17),(18),(19),(20),(21),(22),(28),(31) and (36) End of Clause. PLEASE READ, COMPLETE, AND PROVIDE ALL INFORMATION REQUESTED IN THIS SOLICITATION PARTICULARLY FAR PROVISION(S) 52.212-1 AND 52.212-3. Due to urgency of need offerors have up to 7 days after publication of this notice to express their interest. The closing date and time for receipt of offers is 6/18/2008, 2:30PM Eastern Standard Time (EST).
