- SOURCES SOUGHT SYNOPSIS INSTRUCTIONS C-130 Non-Destructive Inspection (NDI) Manual Update CAUTION: This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for reviewing and updating the C-130 NDI manual. The level of security clearance and amount of foreign participation in this requirement has not been determined. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. The C-130 NDI Manual provides complete instructions for performing Non-Destructive Inspections (NDI) on C-130 Airframes. These instructions are provided for 5 standard NDI methods, including Eddy Current (EC), Penetrant (PT), Magnetic Particle (MT), Radiographic (XT) and Ultrasonic (UT). Since the NDI manual was last updated in 1984, major changes to equipment and processes have been identified. We are conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to review, validate and update the C-130 NDI manual. Approximately 50% of currently published C-130 NDI procedures will be reviewed for accuracy as part of this contract. Following the review, selected NDI procedures will be validated during actual aircraft inspection per NDI Procedure Qualification Guide. This contract will also require development of Computer Based Training for the selected NDI procedures. Interested contractors should respond IAW the attached Capability Survey Document not later than COB 7 July 2008.
