- The National Highway Traffic Safety Administration (NHTSA), Office of Acquisition Management (OAM) plans to award on a sole source basis a contract entitled “Localized Fire Protection – Vehicle Compressed Hydrogen Containers” with Powertech, 12388 88th Avenue, Surrey, BC Canada V3W 7R7. Pursuant to FAR 1.603(1), only one responsible source and no other supplies or services will satisfy the agency. The objective of this research is to verify the efficacy of the localized flame test that is being developed under Transport Canada. Specifically, the Contractor shall conduct the following tests: 1) Fire Protection Technologies Testing; 2) Original Equipment Manufacturer (OEM) fuel System Localized Testing. Specific requirements shall include: 1) obtain samples of various protective coating materials and evaluate fire resistance using the localized fire test procedure previously developed under contract to Transport Canada. 2) Apply selected coating materials to unpressurized composited reinforced tanks and determine their insulating properties when exposed to localized fire test conditions. 3) Evaluate pressurized OEM hydrogen fuel tanks using localized flame test procedure with factory supplied heat shielding and, if necessary, with various protective coating materials. Powertech is the only known facility that is defining a localized fire test procedure, constructing a fire test apparatus, and validating the procedure using OEM cylinders. The work described herein is a direct complementary follow-on, to the development and initial validation of the localized flame test that Powertech is developing under contract to Transport Canada. Interested parties that believe they have the performance capability to conduct the above research should send a capability statement, no more than 15 pages that clearly demonstrate your company’s understanding of the work described herein. The Government will review capability statements and pricing data to determine interest and capability of potential sources for this requirement. The information provided should be sufficiently detailed to demonstrate that your company understands the nature of work involved, and has the expertise and resources to successfully perform the above requirements. The NAICS is 325120. This Notice of Intent is not a request for competitive proposals; however, all responses received within 10 calendar days from the date of publication of this synopsis will be evaluated by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. This award will be a Time and Materials Labor Hour contract for a performance period of four (4) months.
