Description
This is a combined synopsis/solcitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotations. The solicitation number is AG-9A73-S-08-9001. This solictation document and incorporated provisions are those in effect through Federal Acquisition Circular (FAC) 2005-25. This procurement is set aside for small business concerns. The associated North American Industry Classification System (NAICS) Code is 484110 and the small business size standard is 23.5 million. The purpose of this Request for Quotations is to establish an availability list of Tractor/Trailer Transports that may be used by the USFS, North Zone Fire Cache, located in Redding, CA, to transport supplies and services to various locations in support of wildland fire activies and other emergency incidents. Offerors shall provide-firm-fixed prices for three line items as follows: Item 001 - Tractor Rate Per Hour $__________ Item 002 - 2 or 3 axle Truck with Trailer Rate Per Hour $__________ Item 003 - 2 or 3 axle Truck with Dual Trailers Rate Per Hour $__________ Estimated date of award is July 1, 2008. The agreement period is for three years from the date of award. An annual review will be conducted and at that time, Contractors will be offered an opportunity to adjust their prices. If a revised rate is not submitted during the period set forth by the Contracting Officer, the prices proposed in the original agreement will remain in effect. EVALUATION INFORMATION: The Government expects to issue multiple awards from this solicitation to the responsible offeror(s) whose quote conforms to the solicitation and will be most advantageous to the Government. Quotes in response to this solicitation will be evaluated using the following factors: (i) past performace of contractor, (ii) price. Factors are weighted equally. BASIS OF AWARD: The Government will award an agreement to those quoters offering a reasonable price and resources that are technically acceptable and have acceptable past performance. A nuetral rating will be given to Quoters with no past performance data. Proposal preparation instructions: The following provisions apply to this solicitation: 52.212-1, Instructions of Offerors, Commercial Items, applies to this acquisition. Offerors shall provide firm fixed-prices for Items 001 - 003. The following clauses also apply: 52.212-2 Evaluation Commercial Items; 52.212-4, Contract Terms and Conditions Required to Implement Statutes or Executive OrderCommercial Items, 52.228-5, Insurance-Work on a Government Installation, 52.247-21, Contractor Liability for Personal Injury or Property damage, AGAR 452.228-71 Insurance Coverage. The due date of submission of offers is June 24, 2008, at 4:30 p.m., local time, to U.S. Forest Service, Northern California Service Center, 6101 Airport Road, Redding, CA 96002, Attn: Purchasing. Quotes should be submitted on Company Letterhead to the attention of Jeanne Vaughn, Contracting Officer. All requests for information are to be addressed to Jeannie Vaughn at (530) 226-2702. Offerors are responsible to comply with this notice and any amendments thereto. Amendments to the RFQ will be published in the same manner as the initial synopsis/solicitation. CCR Requirement - Company must be registered in the Central Contractor Registration (CCR) system before an award could be made to them. If company is not registered in CCR, they may do so by going to the CCR website at http://www.ccr.gov. Offeror's will need to provide a Certificate of Worker's Compensation insurance and Vehicle Identification numbers for all vehicles prior to contract award. All vehicles must meet all Department of Transportation requirements for commercial vehicles.
