Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, a written solicitation will not be issued. Solicitation number GDQ082010 is issued as a request for quotation (RFQ) with a open date of June 9, 2008 and close date of June 13, 2008. The solicitation document and incorporated provisions and clauses are those in effect through FAC 05-25. This is a total small business set-aside under NAICS 541620 with a size standard of $6.5M.STATEMENT OF WORK - Project Resource Management Planner (RMP) and Environmental SpecialistThe Taos Resource Management Plan (RMP) is being revised by the Bureau of Land Management (BLM) Taos Field Office in order to respond to changing land use conditions and revised and new agency policies and legislation. The RMP addresses multiple issues dealing with recreation, special designations, land tenure, mineral development, wildlife habitat and management, sensitive natural resources, and cultural, soil, air, and water resources. The Taos Draft RMP is currently under development and the Field Office is currently developing Chapters 2 (Alternatives) and 3 (Affected Environment) of the document.LOCATION: The incumbent of this position will telework from their existing office as well as attend up to two meetings per month (2-3 days per meeting) at the Taos Field Office or environs. RESPONSIBILITIES: The incumbent will be responsible for helping to manage and develop the Taos RMP as follows:*provide planning and environmental/National Environmental Policy Act (NEPA) technical assistance and direction to the Taos interdisciplinary RMP team, land use planning oversight and document quality control, and help to coordinate tasks with the Field Office management staff to ensure that the project schedule is maintained. *provide training and direction to an incoming Taos Field Office Planning and Environmental Coordinator. *help to conduct interdisciplinary team meetings with the interdisciplinary team; incorporate team member comments into the RMP document and resolve issues. *provide technical guidance and oversight to team members to ensure that the RMP complies with the requirements of FLPMA, NEPA, and BLM and other federal agency laws, regulations, and policies. *review and incorporate team member submissions in the Draft RMP document.*review, write, edit, and maintain quality control of the Draft RMP document.*coordinate, finalize, and submit the internal document to the BLM NM State Office and BLM Washington Office for review, and help to conduct briefings, when necessary with BLM management staff.*prepare briefing materials for the State Office and Washington Office.*help to maintain the project schedule and advise management staff of potential issues that may affect the schedule. *advise Field Office and State Office planning and management staff on resource needs and alternative strategies to complete the document.DELIVERABLES AND SCHEDULE: The incumbent for this position will be required to produce the following deliverables contingent on any needed changes in the project management schedule:*Task 1: Review, edit, and finalize Chapters 1 (Introduction), Chapter 2 (Alternatives), Chapter 3 (Affected Environment), Chapter 4 (Environmental Consequences), and Chapter 5 (Public Involvement and Consultation) of the Draft Taos RMP Revision for internal BLM review. With Field Office management staff, submit the internal RMP to the BLM State Office, Office of the Field Solicitor, and BLM Washington Office for review and comment by August 1, 2008.*Task 2: Review and revise the internal document based on comments provided by the State Office, Field Solicitor, and Washington Office. Revision of the document based on State Office comments by September 1, 2008; Revision of the document based on Field Solicitor comments by September 25, 2008; Revision of the document based on Washington Office comments by October 25, 2008. Note: final schedule for document review is predicated on Field Solicitor and BLM Washington Office schedules.*Task 3: Help to prepare and conduct briefings and briefing materials with Field and State Office management staff for the State Director, Office of the Field Solicitor, and the BLM Washington Office on the internal, draft document. Briefing materials include: a) Federal Register Notice; b) Briefing Paper and c) Powerpoint slide presentation and supporting materials.METHOD FOR BLM PROJECT EVALUATION: The incumbent will be required to submit a project status report every two weeks, including completed tasks/milestones of the position to the Taos Field Office management staff and NM State Office Planning and Environmental Coordinator. Project status meetings with BLM staff and the Project Planner will be held if needed at the time of submitting progress reports. EVALUATION CRITERIA Award shall be made to that offeror whose quotation is determined to represent the best value to the Government, after considering technical evaluation and price. In making the best value determination, the Government considers the technical evaluation signifantly more important than price: A. TECHNICAL EXPERIENCE/PAST PERFORMANCE1. A minimum of a Bachelors of Science/Arts in a natural resource management discipline, e.g. wildlife biology, geology, and\or or a Bachelors of Science/Arts in environmental planning.2. A minimum of 10 years experience at managing and developing interdisciplinary Resource Management Plans/ land use plans and related NEPA documents for Federal public land management agencies. 3. Demonstrated proficiency, understanding, analytical ability, and application of the National Environmental Policy Act, Federal Land Policy and Management Act, and other applicable laws, regulations, and policies to the resource management planning and environmental analysis process.4. Demonstrated proficiency, understanding, analytical ability and application of, but not limited to the following disciplines throughout a land use planning /NEPA process: geology; minerals and renewable energy development; cultural resources; soil, air, and water resources; socio-economics; wildlife and habitat; special status species; aquatic species and habitat; vegetation; rangeland resources; and recreation in a Federal public lands environment.5. Demonstrated experience at leading and advising an interdisciplinary team of specialists during a land use planning/NEPA process. 6. Excellent proficiency in oral and written communication skills, including conducting presentations for senior management, and writing and editing public planning and environmental-NEPA documents. B. PRICE FACTOR1. The prices will be evaluated in relation to other offers.2. Award will be made to the offeror whose price is most advantageous to the government. Hourly rates shall be inclusive of all direct labor, indirect costs, in the performance of the tasks.
