Description
The U.S. Army CECOM LCMC Acquisition Center, Southwest Operations Office has a requirement for Link Encryption Family (LEF) devices to provide secure data encryption, confidentiality, integrity, and authentication of classified information transmitted through military and Government networks. The Government anticipates award of multiple IDIQ or requirements contracts as a result of this single solicitation. The solicitation issue date is estimated to be on or about 09 July 2008. The response date above is estimatedthe actual proposal due date will be specified in the solicitation and may be earlier or later than 09 August 2008. All LEF devices must be High Assurance IP Encryptors fully compliant with the National Security Agencys (NSA) LEF Interoperability Specification, and meet the following criteria: (a) must be upgradeable to the High Assurance Internet Protocol Interoperability Specification (HAIPIS) standard, (b) compliant with U.S. Government Cryptographic Modernization (CM) Initiative and Cryptographic Algorithm, (c) NSA Type 1 certified to protect classified information transmitted through military and Government networks at the Top Secret Codeword (level) and below, (d) ruggedized, (e) currently on an NSA IDIQ contract, and (f) offered at the same NSA contract price. LEF devices required are as follows: (1) NSN: 5810-01530-2811, KIV-7M Programmable COMSEC module with 1 year warranty, Total Estimated Quantity (TEQ) 500 each, and (2) NSN: 5810-01-548-8708, KIV-19M Link Encryption Device with 2 year warranty, TEQ 500 each. LEF devices will be shipped FOB destination to the location(s) identified in individual delivery orders. The delivery schedule will be identified in individual delivery orders and ranges from 45 days to 60 days after award of the delivery order. The period of performance is 15 August 2008 through 30 September 2008 with 4 pre-priced 6 week option periods of: 15 Agust 2009 through 30 September 2009, 15 August 2010 through 30 September 2010, 15 August 2011 through 30 Septembet 2011, and 15 August 2012 through 30 September 2012. The performance period is limited to accommodate customer orders after the NSA IDIQ contracts cut-off date. This is an unrestricted acquisition.
