Description
The VISN 19 Rocky Mountain Network Contracting Center, Glendale, CO is soliciting utilizing full and open competition for commercial items procurement of Readjustment Counseling Services for Ortero, Alamosa, Montrose and Park Colorado, for the period of July 15, 2008 through June 14, 2009 with four (4) one-year pre-priced options for renewal. The contractor shall be required to furnish Readjustment Counseling Services to eligible veterans referred by the VA Vet Center staff member or professional staff member of the VA Psychiatry, Social Work, Psychology or Nursing Services of the VA. Contractor shall be capable of providing Psychiatrist, Ph.D. Psychologist, licensed Social Worker, Registered Psychology Nurse, other Psychology counselors. Contractor shall be required to address the following evaluation criteria, which must be submitted as part of their proposal and shall address the following: 1) Previous experience and present expertise in readjustment counseling with Vietnam era and/or post-Vietnam war zone veterans; 2) Commitment to furnish readjustment services to Vietnam era and Post-Vietnam war zone veterans as evidence by agency by-laws, mission statement, or established statement of goals and procedures; 3) An established program of services, described in writing, for furnishing Vietnam era and Post-Vietnam war zone veterans peer group counseling, individual, couple, and family readjustment counseling, substance abuse counseling and assistance, job and career counseling, social services for basic needs and referral procedures, referral procedures for medical examination and treatment to VA and/or private sector health care facilities; 4) Evidence of at least one (1) psychiatrist or doctoral level psychologist or MSW level Psychiatric Social Worker on the contractor core staff; 5) Offeror must demonstrate clinically appropriate individualized plans for making psychosocial assessments and providing counseling services to clients/veterans; 6) Offeror must demonstrate suitable procedures to safeguard records, to include detailed documentation for the physical security of records; 7) Provide written plan for continuing education specific to the enhancement of knowledge and skill in providing more effective readjustment counseling; 8) A written narrative describing the training and education of each counselor who would be providing readjustment counseling under this contractual agreement. 9) Specification of the number of counselors who would be providing readjustment counseling under the contract. 10) Written documentation which demonstrates that the offeror has adequate administrative staff resources and experience to maintain accurate and complete counseling records. 11) Written detailed description of the offeror's internal review procedures for conducting periodic assessment of the quality and effectiveness of services provided. 12) A written narrative describing the training and experience of each administrative person having key responsibility under the contract. 13) A written description specifying the nature and extent of the offeror's experience in providing counseling services to special populations of ethnic minority, disabled and female veterans. A contract may be awarded with or without discussions resulting from the solicitation to the responsible offeror whose proposal conforms to the solicitation that will be most advantageous to the Government, price and other factors as outlined in the solicitation considered. The NAICS code is 621420. The small business size standard is $9 million. All other requirements are included in the solicitation, which shall be posted on the FEDBIZOPPS website for downloading. Paper copies of the solicitation will not be issued and telephone requests or fax requests for the solicitation will not be accepted. The solicitation will be available for download at no cost at www.fedbizopps.gov. We anticipate the solicitation to be issued on or about June 13, 2008 however this date may change and we invite all interested parties to check frequently for a possible change to this date. It is anticipated that award may be issued on or about July 15, 2008. All questions related to this solicitation must be submitted in writing to Aeonard Borel at Aeonard.borel@va.gov.
