- NASA/JSC has an immediate requirement for an Omega Telemetry Processing Systemconsisting of all accessories listed in attachment 1 at: http://procurement.jsc.nasa.gov/NNJ08254282Q/ATTACHMENT_1.doc NASA/JSC intends to purchase this system directly from the manufacturer, WyleLaboratories, Inc., Telemetry and Data Systems Division. The prime contractor for the Orion Project has selected Wyle Laboratories' OmegaTelemetry System for their Ground Support Equipment (GSE) telemetry processing system,which includes both hardware and software, for both the flight test article andproduction vehicle. In order for NASA to competently evaluate the GSE deliverables andtest the contractor's proposed production vehicle telemetry solution, NASA must purchasethe same telemetry processing system. In addition, with the use of the Omega TelemetrySystem, the Flight Software Team will be able to test for command validation in the samemanner the contractor performs command validation in their Vehicle Test Bed at thecontactor's location in Denver, as well as evaluate the contractor's method of sendingcommands using scripts and receiving feedback using the Omega Telemetry System. TheOmega Telemetry System will also facilitate real-time data display during softaretesting. The Omega Telemetry System is a proprietary system of hardware and softare andis solely distributed by the manufacturer, Wyle Laboratories, Inc. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon the above-specified date. Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the Government. Oral communications are not acceptable in response to this notice. Communications are tobe sent to the posted e-mail address for the Contracting Officer. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
