- NASA/JSC has an immediate requirement for the subject test software.NASA/JSC intends to purchase this test software directly from its manufacturer, SeaSolveSoftware, Inc. The Johnson Space Center has previously purchased a suite of modular test equipment fromNational Instruments (NI) to support the implementation and test of 802.11b/g/n and802.16e devices. To make effective use of this test equipment, it is necessary topurchase test and evaluation software that meet the following requirements: (1) Allsoftware shall be hosted on and fully compatible with the existing NI modular testequipment. (2) The software shall fully support all standard test and evaluationprocedures for 802.11b/g/n and 802.16e transmitter and receivers.SeaSolve Software, Inc., is the only manufacturer that has been identified that cansupply 802.11b/g/n and 802.16e test and evaluation software meeting the aboverequirements. Further, only SeaSolve Software, Inc., has been certified by NI tointegrate with the existing NI test system and perform all of the necessary test andevaluation functions.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon the above-specified date. Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the Government. Oral communications are not acceptable in response to this notice. Communications are tobe sent to the posted e-mail address for the Contracting Officer. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
