Description

This is a Sources Sought Notice to determine the availability and capability of firms, particularly small businesses, to provide Histological Processing and Histopathology Services. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Marine Animal Health Program is seeking sources for the processing of histological and histopathological specimens and histopathological diagnostics specifically for marine mammals, sea turtles and corals. It is expected that the contractor(s) would be requested to provide service on multiple projects. In the event a firm has expertise with specimen processing or interpretation with one species or taxa and not others, the firm may address its expertise or capabilities on services for that species or taxa. Please address your capability to process multiple taxa specimens and to provide enhanced diagnostic evaluations for pathologist screening, if an event (mass strandings, Unusual Mortality Events, die-offs) includes multiple taxa. Each firm shall address its ability to provide surge capacity for emergency response cases as it is likely that in some events or die-offs the number of specimens or cases may actually exceed the capabilities of a single vendor. Responses to this notice shall be limited to 15 pages, and shall include: 1. Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. Name, title, telephone number, and e-mail addresses of responsible, authorized individuals who can address the capabilities identified in the responses. 3. Identify the size status of the firm, large or small. 4. DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). Identify whether registered in the Central Contractor Registry (CCR, at w ww.ccr.gov ). 5. Identification of the firm's GSA Schedule contract(s), if any, by Schedule number and contract number and SINs that are applicable to this potential requirement are also requested. This is not a Request for Proposal nor is it to be construed to be a commitment by the Government to issue a solicitation or ultimately award a contract. Responses to this notice will not be considered offers, nor will any award be made as a result of this notice. The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice. The Government is conducting market research to locate qualified, experienced, and interested potential sources, particularly, firms capable of providing the services. Responses to this announcement will not be returned. The Government may contact one or more respondents for information. Interested small business concerns may respond by email to the cognizant Contract Specialist.
