- DESC: MARKET SURVEY AND BIDDERS LIST DEVELOPMENT - SOURCES SOU GHT REQUEST FOR MAIL ADDRESS VALIDATION SYSTEM. The purpose of this sources sought synopsis is to gain knowledge of potential qualified industry sources for providing these goods and support services for the United States Senate (Senate), Office of the Sergeant at Arms (SAA). All requirements listed below are mandatory. This Sources Sought Notice (Notice) is not a request for proposal and in no way obligates the Senate to an award of a contract. This sources sought synopsis contains the currently available information. The SAA requires a Commercial Off the Shelf (COTS) Mail Address Validation System, CASS and PAVE certified by USPS, that can format, validate, correct mailing addresses and sort the resulting addresses to maximize postal discounts. Requirements: The COTS Mail Address Validation System solution shall: a) Accept import of addresses in a wide variety of formats (e.g. ascii, CSV, Excel, etc.) and be capable of reformatting and standardizing addresses in compliance with USPS standards b) Validate/correct addresses, providing corrected zip codes and barcodes, using USPS certified address databases c) Perform CASS certified address validation, including DPV to ensure deliverability of addresses d) Update/correct addresses using USPS LACS and NCOA data files e) Apply address cleansing and validation to the resulting addresses, including house-holding, de-duplication, title standardization, and other functions that result in cleansed addresses in a standard USPS format. All functions may be user-selectable and performed against user defined criteria. f) Generate cost reports g) Generate Postal Forms and Reports (e.g. USPS Qualification Report, CASS Certificate) h) Output sanitized address lists to interface with inkjet label printers and other high-volume printers. NOTE: Addresses will be printed on labels, letters inserted into window envelopes, and postcards. i) Print barcoded sack and tray tags/labels and other related USPS mail tags j) Produce carrier route delivery statistics based on user-specified criteria k) Operate on Windows based servers utilizing MS SQL Server 2005 database technology, or operate on SUN Solaris system utilizing an Oracle 10g database l) Provide regular USPS certified data updates to ensure accuracy/validity of cleansed addresses in accordance with USPS requirements for mailing discounts m) Provide a customization/tailoring capability to meet Senate-specific requirements n) Optionally, validate names associated with addresses to ensure addressed names are deliverable. INSTRUCTIONS In responding to this Notice, state your qualifications to perform each of the mandatory requirements listed above. Your response to each requirement must include: 1) Paragraph numbering identifiable to requirements a. through n. above; 2) Description of the COTS Mail Address Validation System features, capabilities, upgrades, maintenance and support, and training; 3) Specification of which areas the COTS Mail Address Validation System holds current USPS certification, including: a. Five-digit coding b. ZIP+4/Delivery Point coding c. Carrier route coding d. DPV TM e. DSF2 TM f. LACSLink TM g. eLOT TM h. RDI TM 4) Organizational information including your Dun and Bradstreet number and point of contact with telephone, fax and e-mail address; and 5) Past Performance - Provide three past performance references relevant to the Requirements above along with complete and current contact information (customer name, project name/contract number, address, contact name, phone number and email); the Senate will check references as necessary to evaluate past performance. After receipt and review of the responses to this Notice, the SAA intends to issue a solicitation. The information contained in this notice will be the only information provided by the Senate during the Sources Sought process. All qualified sources should respond to this Notice by submitting an information package in accordance with the instructions provided. Vendors responding to this Notice and deemed qualified by the SAA may be requested to submit a proposal in response to a solicitation. Only firms deemed qualified will be permitted to submit proposals. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation in July 2008. Neither the SAA nor the Senate will be responsible for any costs for the preparation of responses to this request. Responses to this Notice are due to the POC no later than June 23, 2008, at Noon EDT and shall be submitted electronically via email only to the POC at acquisitions@saa.senate.gov. The subject line of the email message shall be: SSN 2008-S-032. No other method of transmittal will be accepted. The response shall not exceed fifteen (15) pages. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor information. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE SAA OR SENATE. QUESTIONS OR ANY REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
