- Sources Sought Notice (5TP57080347SS) The General Services Administration’s Federal Acquisition Service, Region 5 Chicago, on behalf of the U.S. Air Force Materiel Command (AFMC), is issuing this Sources Sought in order to identify companies having the qualifications and capabilities to provide a tool for accessing/improving workforce engagement for up to 80,000 civilian and military personnel. Capabilities/qualifications submitted in response to this sources sought notice will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses will be evaluated for their viability. The determination of procurement strategy, based upon the responses to this Sources Sought Notice, is solely within the discretion of the government. All sources may submit a response, which will be considered by the government. This notice is for information and planning purposes only. It does not constitute a solicitation for bids or proposals, and is not to be construed as a commitment by the Government. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s ability to meet these requirements. Failure to provide that documentation may result in the government being unable to adequately assess your capabilities. Overview: A requirement exists to obtain commercially proven process to raise the level of engagement among a command workforce of more than 80,000. Specifically, this capability must measure workforce engagement and provide a methodology with proven results towards improving the following Key Result Areas (KRA): •Turnover/retention •Safety •Absenteeism •Productivity •Adherence to budget Requirements: 1.Clearly demonstrated track record associated with both commercial and government workforce engagement. Must show proof of a minimum of 10 years of expertise in this field with clear process and methodology leading to increased KRA above. 2.Process must possess rapid implementation for a workforce of an approximate size of 80,000. Capability must include ability to reach members in a vast array of work environments. For example, flight-line, labs and common office settings. 3.Methodology must demonstrate the ability to have minimum work disruption to workforce data collection effort; specifically, NTE time limit of ten minutes away from assigned duties. 4.Workforce data collection results must be rapid to allow immediate supervisor response to workforce engagement issues. Results must be available within 60 days of data collection effort. 5.Collection effort must permit data collection to lowest possible organizational structure. In some cases this may be 10 members or less. Results must measure level of engagement and report based on unit organizational construct. 6.Possess the ability to compare engagement results with similar industries within the commercial environment for comparison. 7.Process must be continuous and result focused promoting collaboration at all levels. 8.Must show ability to protect sensitive information and prohibit unauthorized disclosure of proprietary data.
