Description
FISC Norfolk Philadelphia Division intends to procure engineering and maintenance services for the Washington Very Long Baseline (VLBI) Interferometry Correlator. Services include (1) assistance in the diagnosis of system problems, (2) backup correlation for the USNO Correlator, (3) consultation for special processing when complex geodetic experiments may be processed on the Interagency Correlator, or when difficulties encountered with the VLBI data collection experiment need to be compensated during VLBI data processing, (4) maintenance of equipment depot at Massachusetts (MIT)/Haystack observatory. MIT will maintain an equipment depot for Mark IV correlator parts, (5) hardware and software improvements MIT will provide low level development effort to improve the software to process geodetic data on the Mark IV Correlator and maintain Information Assurance compatibility. This acquisition will be solicited on a sole source basis with Massachusetts Institute of Technology/Haystack of Cambridge, MA. The experience and expert guidance necessary for the procurement of the requested services does not exist anywhere else in the world. The personnel at MIT/Haystack are considered world leaders in the theory and practice of VLBI astronomy and geodesy. As the sole designer, developer, and producer of the VLBI Correlator, MIT is the only known source that possesses the engineering expertise, technical database, special tooling and logistics support to accommodate the unique requirements of the VLBI. A firm fixed price type contract with a base period and four options will be negotiated. The NAICS code for this effort is 541330. The proposed contract action is services for which the Government intends to solicit and negotiate with only MIT on a sole source basis pursuant to FAR 6-302-1. MIT is the only known provider of these services at this time. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS Numbered Note 22:The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
