Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/ ). The RFQ number is N00189-08-Q-PL92. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-24 and DFARS Change Notice 20080303. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dars/dfars/html/current/252201.htm. The NAICS code is 493190 and the Small Business Standard is 500. This requirement is set-aside for small businesses. The Portsmouth Naval Shipyard requests responses from qualified sources capable of providing: *There will be a site visit conducted for this requirement at the Portsmouth Naval Shipyard, Kittery Maine 03904 on Wednesday, June 18, 2008 at 9:30am EST. All attendees must be United States Citizens and must register at the pass office at Gate 1 prior to entry onto the Shipyard. Visitors to the shipyard must bring two forms of identification, car registration, and proof of insurance. It is recommended that you be present at the pass office no later than 8:00am EST. All attendees must contact Jack Norton at 207-438-4214 to confirm that they will be coming to the site visit. Late attendees will not be accepted. At the pass office, you will be given directions to building 153, where Jack Norton will meet you at 9:30am EST. Two Space Saver Shelving Systems. Shelving System One: 1. Storage System should occupy a maximum footprint of 13 x 5-10.2. Storage System should consist of the following or equivalent:a) 6 (six) each mobile and 2 (two) each stationary double faced shelving units approximately 30 W x 24 D x 79 H. Each side of the shelving unit shall be compromised of the following shelves:1) 4 (four) shelves, 10-1/2 high2) 1 (one) shelf, 12 high3) 2 (two) shelves, 13-1/2 high3. Manual Operation.4. Low Pressure Laminate face and back panels or equivalent5. Fully grouted, single piece rails, leveled and anchored to the structural floor to evenly distribute weight.6. System should allow obstruction free access to all storage units by wheeled carts. All raised floors, ramps, and floor leveling systems, if applicable, should be fire retardant and anchored to the structural floor. Ramps should not extend beyond the front face of the movable carriage.7. Shelving should be adjustable in 1-1/2 increments.8. System should have durable powder coat finish or equivalent.9. Prices should include all delivery and installation.10. Installation work should be performed by insured, bonded, and factory trained system installers. All installers must be US Citizens.11. Standard Commercial warranty shall apply.12. System shall be supplied with approximately 7000 preprinted add a tab labels or equivalent printed from Shipyard supplied data to identify files/folders/envelopes.13. Storage system use training will be included in the cost of the system.14. All installation and training will be provided by trained and certified technicians/instructors. All instructors must be U.S. Citizens.15. Installation of system should be completed within 2 (two) months of purchase order. Shelving System Two: 1. Storage System should occupy a maximum footprint of 17-3 x 10.2. Storage System should consist of the following or equivalent:a) 9 (nine) each mobile double faced shelving units approximately 36 W x 36 D x 79 H. Each side of the shelving unit should be comprised of the following shelves:1) 5 Shelves 12 High2) 1 Shelves 18 Highb) 6 (six) each stationary shelving units approximately 36 W x 18 D x 85 H open faced on one side. Shelving units should be compromised of the following shelves1) 6 Shelves, 10-1/2 High2) 2 Shelves, 9 High3. System Should have Carriage Tip Protection.4. Carriages should be operated manually with a minimum gear ratio of 1-8000 lbs. (1 lb. of effort moves 8000 lbs.). Operating Handles should be provided on both ends of each carriage to allow operation from either end of each carriage.5. Low pressure laminate face and back panels or equivalent.6. Fully grouted, single piece rails, leveled and anchored to the structural floor to evenly distribute weight.7. System should allow obstruction free access to all storage units by wheeled carts. All raised floors, ramps, and floor leveling systems, if applicable, should be fire retardant and anchored to the structural floor. Ramps should not extend beyond the front face of the movable carriage.8. Safety lock controls for each carriage used to prevent unwanted movement. Locks should have a visual indicator to easily display lock status.9. Movable carriages should have mechanical safety sweeps and clutch brakes to stop carriage movement from open aisle should carriage movement occur while the aisle is occupied by personnel or equipment.10. Shelving should be adjustable in 1-1/2 increments. All carriages and platforms provide a shelf mounting recess for positive shelving alignment and attachment.11. System should have durable powder coat finish or equivalent.12. Price should include delivery and installation.13. Installation work should be performed by insured, bonded, and factory trained system installers. All installers must be US Citizens.14. Standard Commercial warranty shall apply.15. Installation of system should be completed within 2 (two) months of purchase order. The following FAR provision and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items 52.219-8, 52.219-14, 52.222-19, 52.223-15, and 52.225-13. Quoters [shall include] [are reminded to include] a completed copy of 52.212-3 and its ALT I with quotes. All clauses shall be incorporated by reference in the order.
