- This is a SOURCES SOUGHT announcement only. Solicitations are not available at this time, and as such any request for a solicitation will not receive a response. This notice does not constitute a commitment by the Government. At this point, BEP does not intend on purchasing any particular Service, but would like to review Service/Capability literature and related pricing as part of its market research in determining interest and capability of potential sources for this type of Service. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Bureau of Engraving and Printing (BEP) has interest and is seeking sources capable of providing hazardous and non-hazardous waste removal and disposal services, and on-site services in support of the BEP; at either one of or both of its facilities. The BEP facilities are located in Fort Worth, Texas (hereinafter (WCF) and Washington, DC (hereinafter DCF). Interested parties should submit with their response the following information; 1. Service/Capability literature. 2. Any related pricing information 3. An Indication of ability to provide these Services at either one of or both of the sites (i.e. WCF and/or DCF). 4. Point of Contact information. Interested parties shall send their response regarding this sources sought to the attn of Thomas O'Linn either via e-mail Thomas.olinn@bep.treas.gov, fax at (202)-874-2200, or post at Bureau of Engraving and Printing, Office of Acquisition, 14th and C Streets SW, Room 705-A, Washington, DC 20228-0001. RESPONSES TO THIS SOURCES SOUGHT SHOULD BE SUBMITTED NO LATER THAN 12:00 PM EST JUNE 25 2008. AT THIS POINT IN TIME NO QUESTIONS WILL BE ANSWERED. THE GOVERNMENT THOUGH MAY CONTACT INTERESTED PARTIES TO OBTAIN ADDITIONAL INFORMATION. Below is a brief summary of the Service: In general the contractor will be responsible for performing the following functions: 1) sampling and analysis; 2) packaging lab packs, 3) labeling and manifesting; 4) scheduling and transporting; 5) treatment and disposal of DCF and/or WCF generated, surplus industrial chemicals, contaminated equipment, hazardous and non-hazardous waste; 6) Non-Emergency and Emergency Spill Clean-up; 7) reporting; and 8) quality control. Refer to the attached draft document for additional details. DCF: During 2007, DCF generated 1076.8 tons of non-radioactive industrial solid and liquid wastes and surplus chemicals. These wastes and surplus chemicals included 15.4 tons of solvents; 20.6 tons of bucket washer liquids; 98.3 tons of Intaglio ink, liners, and samples; 860 tons of wastewater pretreatment plant sludge, 25.8 tons of oil; 56.7 tons of miscellaneous waste. Wastes are generally packed in 55 gallon drums, with a weight of about 500 lbs per drum; however, some liquid wastes are collected in bulk, and transported in tank wagons/trucks. WCF: During 2007, WCF generated 1445 tons of non-radioactive industrial solid and liquid wastes and surplus chemicals. The majority of this waste is the sludge generated in the WCF's wastewater pretreatment plant. The wastewater pretreatment plant generated 1,317 tons of sludge in 2007. The second most significant waste is ink debris, which consists of drum liners and waste paper contaminated with ink. In 2007, 71.2 tons of this waste was generated. The remainder of the waste in 2007 included 1.6 tons of solvent and 3.9 tons of electroplating sludge. Additionally, on average, 25 tons per year of waste water contaminated with chromium and nickel are shipped via tanker truck. Wastes are generally packed in 55-gallon drums, with a weight of about 500 lbs per drum; however, some liquid wastes are collected in bulk, and transported in tank wagons/trucks. Other Important information: • Wastes will need to be disposed in a Resource Conservation and Recovery Act (RCRA) Subtitle C landfill or Subtitle D landfill. • The contractor will need to have sufficient insurance to indemnify the BEP for all liabilities during transportation, treatment, storage, disposal, and any clean-up required. • The contractor will need to own or have uninterrupted access to a licensed distribution facility that is capable of having a single truck to pick-up the majority of the wastes. Altogether, the BEP wishes to minimize the number of trucks allowed access to the facility.
