Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-25. All responsible sources may submit a quotation which shall be considered. Prospective offerors must be CCR registered and must complete the ORCA on-line representation or provide a copy of their representation and certification as required by FAR Clause 52.212-3. The NAICS code for this solicitation is 334516 and the size standard is 500 employees. DESCRIPTION OF ITEMS/STATEMENT OF WORK 1. Purpose. The government has a requirement to purchase 1 each metal/alloy analyzer, accessories, and associated training to test and/or verify a variety of materials. 2. Applicable Documents: Periodic Table of Elements 3. Requirements. 3.1. Size: The analyzer itself shall be hand held and weigh no more than 5 lbs. 3.2. Analyzer requirements. The analyzer shall be able to detect the common elements found in metals/alloys from the periodic table ranging from Magnesium (atomic # 12) through Uranium (atomic # 92). The use of shielding, purging or vacuum is permissible to cover the entire range. The system software shall contain multiple libraries to allow verification of alloy grade for Government, Military, or ASTM alloy naming conventions. The system shall identify elements by percentage with a two decimal point accuracy required. Software shall be compatible with Microsoft software (Office/Windows XP) and a linking USB cable shall be provided to allow connection to a Personal Computer (PC). The software shall allow for printing of reports detailing the analysis. The system shall operate from a battery pack but shall also allow connection to an AC adapter. 3.3. Accessories: the following accessories shall be furnished with the analyzer: 3.3.1. Belt Holster. The belt holster shall allow the operator the ability to holster the analyzer and provide dependable storage and transport. 3.3.2. Portable Test Stand. A shielded test stand shall be provided that shall allow for a safe platform for analysis of small and irregular shaped samples. Features shall include warning lights to alert of instrument operation, and sample inserts to precisely position samples for repeatable testing. A docking station shall be the method of inserting the analyzer onto the stand and the analyzer shall adjust itself accordingly for stand use. 3.3.3. Weld mask. A clip-on weld analysis mask shall be provided to narrow the test window to approximately 3 mm, which shall permit isolated testing of weld beads from joined pieces. This shall allow for analysis and verification of dilution rate of welds. 3.3.4. Heat Shield. A form fitting heat shield shall be provided that protects the instrument and the users hand from elevated temperatures associated with in-service Positive Material Identification (PMI) testing. The heat shield shall extend the testing capabilities to over 900 degrees F. 3.3.5. Battery Pack/Charger. The system shall be furnished with a spare battery pack and charger that is connectable to 110 Volt Alternating Current (VAC). 3.3.6. Carrying Case. The system shall come furnished with a locking shielded carrying case. 3.3.7. AC adapter. The system shall also come with an AC adapter for use with a 110 VAC power source. 3.3.8. Shielding/Purging/Vacuum apparatus. The system shall be furnished with the applicable apparatus necessary to conduct testing of the entire range of elements specified. If a source gas is required, it shall be identified by type and purity but need not be provided unless it is, when sold to the general public as part of the system. 3.4. Operation/Maintenance instructions. The analyzer shall be furnished with operation and maintenance instructions to include the operation and maintenance of the accessories. The instructions shall be in the English language and shall include proper Preventive Maintenance Checks and Services (PMCS), calibration, operation both in hand held and stand mounted mode, troubleshooting, and repair. Warnings shall be displayed throughout the instructions as required to alert the user during the procedure/operation being performed. 3.5. Training. The contractor shall furnish a minimum of 1 day familiarization training of the device and accessories utilizing the operation/maintenance instructions as a guide for the students. Training shall be conducted at Rock Island Arsenal, Rock Island, IL 61299. 4. Validation/Verification. The contractor shall furnish a Certificate of Conformance stating the analyzer and accessories meet the requirements of this Purchase Description. The government reserves the right to perform testing on sample alloys/metals to verify operation and accuracy of the equipment. Verification through use may also be accomplished during the training period as specified in 3.5. Failure of the contractor to provide the COC, failure of the contractor to provide all accessories with the analyzer, or failure of the analyzer to properly identify a metal/alloy shall be cause for rejection of the system. 5. Packaging. The system shall be packaged with best commercial package and FOB will be Destination to the following.
