Description
This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations (RFQ) for Packaging of SiC electronics and capacitors for use at 500 degrees Celsius. Summary:Contractor shall package 60 NASA-provided SiC die (20 electronics die and 40 diecontaining capacitors) in 8-pin packages. Packaged devices shall be capable of operatingfor long periods of time, up to thousands of hours, at 500 deg C. With bid, contractorshall provide evidence (test data or paper) to demonstrate that it has previouslyproduced packaged electronics that has operated at 500 degrees Celsius.Part A: Packaging of 20 SiC electronics die1.Each die shall be packaged in a 8-pin package suitable for 500 deg C operation2.Die shall be provided by NASA3.Die size is 2x2 mm4.There are individual JFETs and small integrated circuits on each die.5.Pad material is TaSi2/Pt6.Pad sizes are 150 x 150 microns, 100 x 100 microns, or 100 x 200 microns7.Die is metallized on back side with TaSi2/Pt8.One of the 8 pins shall be connected to the back side of the die. The other pinsshall be connected to pads on the front side of the die as directed by NASA. Part B: Packaging of 40 capacitors on SiC substrates1.Each die shall be packaged in a 8-pin package suitable for 500 deg C operation.2.Die shall be provided by NASA3.Die size is 2x2 mm4.There are two different capacitor die (round or square caps).5.There are 6 capacitors per die.6.The size of the capacitors is 50, 100, 200, 400, 600, 800 microns diameter (fordie with circular caps) or width (for die with square caps).7.The capacitor upper electrode (bond pad) is TaSi2/Pt.8.The back side of the die is metallized with TaSi2/Pt.9.One of the package pins shall be connected to the back side of the die.10.6 of the pins shall be connected to the upper electrodes.11.In some cases there will be a 100 x 100 micron Pt pad on the front side of thedie for contacting the lower electrode. The remaining pin shall be connected to this pad.The provisions and clauses in the RFQ are those in effect through FAC 2005-25.This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 541330, and$4.5 million, respectively. The offeror shall state in their offer their size status forthis procurement.All responsible sources may submit an offer which shall be considered by the agency.Delivery to NASA Glenn Research Center, Attn: Receiving, Bldg, 21 North, 21000 BrookparkRoad, Cleveland, OH 44135. Delivery shall be FOB Destination.The DPAS rating for this procurement is DO-C9.Offers for the items(s) described above are due by midnight et on 06/23/2008 to ATTN: Bernadette Kan, MS 500-305, 21000 Brookpark Road, Cleveland OH 44135 and must include,solicitation number, FOB destination to this Center, proposed delivery schedule,discount/payment terms, warranty duration (if applicable), taxpayer identification number(TIN), identification of any special commercial terms, and be signed by an authorizedcompany representative.
